The City of Hillsboro is seeking a dedicated and knowledgeable Urban Forester to lead and manage our Urban Forestry Program. This pivotal role involves developing and implementing urban forestry policies, managing tree preservation ordinances, and engaging with the community to promote sustainable urban forestry practices.

The newly created Urban Forester position aligns with Hillsboro's 2035 Plan, expanding our efforts in natural resource conservation practices and infrastructure development.
Key Responsibilities:
Program Development:* Develop and update city ordinances, policies, and long-term goals for the Urban Forestry Program. Lead the creation of the city's inaugural Urban Forestry Management Plan.
- Supervision: Lead and supervise staff and contractors, ensuring high standards of work and a safe environment.
- Tree Maintenance: Manage a comprehensive tree maintenance program, including inventorying all city-owned trees and natural areas.
- Communication: Prepare and present proposals, reports, and grants. Oversee the Tree City USA program and deliver presentations on the urban forestry program.
- Education: Train city employees and create educational materials for the public and private developers.
- Community Engagement: Coordinate volunteer efforts, collaborate with partners and community groups, and offer advice on tree-related issues.
- Record Management: Maintain records in compliance with laws and city policies.
- Policy Enforcement: Develop and enforce urban forestry policies, procedures, and ordinances.
- Technology Utilization: Utilize GPS and GIS mapping systems for urban forestry management and project implementation.
- Coordination: Collaborate with city departments, developers, regional partners and the public to advance urban forestry initiatives.
- Problem Solving: Resolve conflicts, troubleshoot issues, and provide innovative solutions.
- Teamwork Promotion: Foster teamwork and collaboration, cultivating an inclusive work environment.
- Budget Management: Develop and manage budgets, work plans, contracts and program priorities.

- Development Framework for Urban Forestry Program.
- Urban Forestry Management Plan.
- Tree City USA program efforts and accreditation.
Acceptable Experience and Training
- Bachelor’s degree in urban forestry, arboriculture, horticulture, or a related field; AND 5 years of related experience; OR, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSING/CERTIFICATIONS:
- Valid Driver’s License and safe driving record
- International Society of Arboriculture (ISA) Arborist Certificate (within one year of hire)
- International Society of Arboriculture (ISA) Tree Risk Assessment Qualification (TRAQ) (within one year of hire)
- State of Oregon Pesticide Applicators License (within one year of hire)
