Job Title: Registered Nurse – Harm Reduction Center
Location: 393 Central Avenue, Newark, New Jersey
Reports to: HIV, STI, HCV Senior Program Manager/Director of Nursing
Shift: Days/Evenings based on program needs.
- The Access to Reproductive Care and HIV Services (ARCH) is a comprehensive initiative that embeds a licensed registered nurse at each of the Harm Reduction Centers (HRCs).
- ARCH nurses counsel about reproductive health and reducing HIV transmission, conduct pregnancy and STD testing, offer adult vaccines, teach safer injection practices, provide wound care consultations and arrange referrals for preconception, PrEP, prenatal and HIV specialty care.
- Harm Reduction Centers (HRCs), also known as Syringe Access Programs, are community-based programs that provide a safe, trauma-informed, non-stigmatizing space for people who use drugs to access sterile syringes, needles, injection equipment and the life-saving drug naloxone (also known as Narcan), along with education on safer use, overdose prevention and safe disposal of used equipment. Clients can bring used syringes to HRCs and leave with new sterile syringes. HRCs provide a comprehensive approach to harm reduction by integrating behavioral interventions and access to services to prevent and reduce the transmission of HIV, viral hepatitis, and other blood-borne diseases, and risk of overdose deaths. HRCs offer services via mobile sites and fixed sites. Some HRCs are housed in Drop-In Centers that provide clients with access to food, telephone, laundry services, restrooms, showers, and computer services.
- The New Jersey Harm Reduction Centers have served to bridge major health gaps in services for people who inject drugs (PWID) by providing services such as health screenings, pregnancy testing and linkage to prenatal care, nutritional counseling, reproductive counseling for women of child bearing age, vaccinations, condom distribution, safe sex education, safe injection practices, wound care, drug overdose prevention and reversal.
Primary Tasks: Harm Reduction Registered Nurse
1. HIV, viral hepatitis, and other STI testing and counseling, and treatment referrals includes phlebotomy
2. Primary health screening (blood pressure, glucose, etc.)
3. Referral and linkage to PCP, Infectious Disease, mental health and social services, including referrals for substance misuse treatment, medication-assisted treatment
4. Case management,
5. Wound Care
6. Work closely with NJCRI HIV/STI/ HCV Prevention, Care and Treatment as well as Vaccination Task Force (VTF).
7. Overdose prevention education and access to Naloxone
8. Safe disposal of injection equipment education
9. Safe injection practices and wound care.
10. Administration of MAT injections
11. Vaccination education and administration
12. Participate in outreach and mobile harm reduction, 75% in office/25% in the community
13. HIV testing and counseling with harm reduction and condom distribution
14. Pregnancy testing and referrals for prenatal care
15. Overdose prevention education and Narcan training
16. Rapid Hepatitis C screenings
17. Emergency Response in facility
18. Additional responsibilities as assigned
Secondary Tasks: Harm Reduction Registered Nurse
- Participates in professional training and education to advance skills/knowledge of HIV/STIs/Hepatitis C and other topics to improve services provided to clients.
- Maintains nursing licensure up-to-date and in compliance with state and regulatory requirements.
- Supports NJCRI’s efforts to develop new partnerships and partnership agreements.
- Represents NJCRI at local, state, and national conferences and meetings, as deemed necessary.
- Conducts online health education through the use NJCRI Prevention Services Social Media Platform for NJCRI virtual outreach program.
- Participates in special projects and initiatives and other duties as assigned.
7. Generate monthly reports for agency as required

Job Qualifications & Skills:
- Commitment to NJCRI’s mission, vision and values.
- Licensed as a professional registered nurse in New Jersey.
- A minimum of two (2) years community nursing experience.
- Teaching and adult education experience preferred.
- Demonstrated ability to work with people from diverse backgrounds and interests.
- Phlebotomy certification/experience for serum blood testing (HBV/HCV & HIV)
- Knowledge of HIV and harm reduction as well as familiarity with the social service delivery system particularly in regard to substance abuse and mental health.
- Critical thinking, decision-making skills, proficiency in written and verbal communications.
- Bilingual (Spanish-English desirable).
- Microsoft Office (Outlook, Excel, Power Point and Word)
- Access to currently registered car and a valid driver's license.
