The position is established to serve as an ESA SME on the DCAS Project. The incumbent is primarily responsible for the evaluation of Departmental and DCAS Project programs as it pertains to the adherence with established policies and procedures by formulating recommendations based upon best practices and the evaluation and analysis of Departmental agencies to determine compliance of program and project operations and activities with Federal and District government laws, regulations and procedures, as it relates to the administration and operational efficiency of DHCF and the DCAS Project
Duties and Responsibilities
Incumbent serves as an integral part of the DCAS Project and works in a senior capacity in close coordination with the DCAS Administration to assure program requirements are timely and accurately reflected. Analyzes and interprets district policies for DCAS project. Assists with the quality assurance review process and makes recommendations for procedural changes; and, identifies potential problems in case processing and program administration. Takes appropriate actions, as required, to ensure program requirements are achieved.
Serves as a senior operational agent of program administration and recommends changes or enhancements, as needed. Collects and analyzes data, evaluates the likelihood and consequences of noncompliance and develops recommendations for the management and tracking of identified problems. Reports the findings and proposes action plans to address findings. Receives requests for operational reviews and audits and utilizes established standards to ensure compliance with such requests. Incumbent reviews the issues/challenges; reports the findings and makes adjustments, if necessary. Collaborates with Project Managers in a senior capacity for DCAS research initiatives with the aim of developing and evaluating different kinds of associated data while preparing summaries on specific priority assignments and projects. Performs other related duties as assigned.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Working Conditions/Environment
The work is sedentary, however, the incumbent may be required to leave the office for purpose of collecting information, attending meetings, presenting materials to various individuals or groups and local travel to various departments, and federal offices may be required.
