The Job Description
General Statement of Duties
Performs complex professional work planning, directing, supervising, and coordinating social work services programs, developing and managing policies and procedures, interpreting laws, policies, and regulations, overseeing the maintenance of files and records, and preparing reports. The position of Assistant Social Services Director is delegated responsibility by the Deputy Human Services Director/DSS Director to manage the day-to-day responsibilities of assigned divisions.
Distinguishing Features of the Class
An employee in this class performs difficult, complex administrative and managerial work as an Assistant Director of the Carteret County Department of Social Services with primary responsibility for ensuring the overall compliance and operation of the Division of Family and Children’s Services. The division consists of Child Protective Services, Permanency Planning, Services Intake, Staff Development, Quality Assurance and, Clinical Services. Specific functions that affects the organization is defined by the Social Services Director, but these tasks may include program planning, human resources, and intergovernmental relations.
Duties and Responsibilities
Essential Duties and Tasks
- Supervises and directs the division of Family and Children’s Services.
- In conjunction with the Director of Social Services, coordinates with program managers to determine direction of assigned programs to ensure the delivery of services, allocation of staff and other resources.
- Confers with program managers to set program goals, objectives, policies and the delivery of services; recommends changes in the organization and new programs to the DSS Director; delegates daily operational issues to program manager and unit supervisors.
- Oversees departmental strategic planning, data collection, compliance audits and Disaster Preparedness.
- In conjunction with the DSS Director and Budget and Grant Manager, provides input on budgetary needs for services and programs based on the input from program manager and unit supervisors.
- Coordinates and sets the direction of social work training efforts in thedivision of Family and Children’s Services.
- Ensures that supervisors provide necessary on-the-job training and arranges for training by state staff and other professionals; provides orientation to new employees; assesses training process and makes necessary modifications.
- Assists the Director of Social Services to set internal policies regarding on-boarding and orientation.
- Receives reports from all program managers to determine probationary status of employees.
- Responsible for completing and submitting PAFs on behalf of the Director of Social Services.
- Ensures compliance with county, state, and federal laws, regulations and policies as well as professional ethics through discussions with program managers, community professionals, and state officials.
- In conjunction with the County Public Information Officer, may respond to media requests when assigned by the Director.
- Takes initial responsibility in the preparation for all disciplinary actions involving line staff and schedules pre-disciplinary conferences. Has delegated authority to issue written warnings with consultation of the DSS Director. This position will make recommendations regarding grievance disciplinary actions to the DSS Director who will make a final decision.
- Resolves conflicts between customer complaints and program satisfaction and compliance; interprets and explains functions of agency programs to customers and others including community agencies.
- In the absence of the Deputy Human Services Director/DSS Director, assumes general operational responsibility for the department.
Additional Job Duties
- Any other duty as required such as assisting with any public health emergency including but not limited to natural disasters, man-made disasters, influenza pandemics (e.g. H1N1) or other outbreaks of communicable diseases, disaster surveillance and response, to ensure the efficiency of the Health Department.

- Skill in directing social workers and supervisors and related professionals engaged in a variety of services.

Physical Requirements
- Work requires the occasional exertion of up to 10 pounds of force to move objects.
- Work regularly requires sitting, standing, walking, speaking or hearing, using hands to finger, handle, or feel, and repetitive motions, occasionally requires reaching with hands and arms, tasting or smelling, pushing or pulling, and lifting.
- Work has standard vision requirements.

- Work requires preparing and analyzing written or computer data and operating motor vehicles or equipment.

Desirable Education and Experience
Bachelor’s degree in human services, social work or related field and four years of social work or counseling experience, two of which are in a supervisory role; or an equivalent combination of training and experience.
Special Requirements
Completion of Child Welfare Pre-Service training upon hire.
Complete Child Welfare Supervisor training within one year of hire.
Valid North Carolina driver’s license.
