The City of Phoenix Housing Department's mission is to provide quality affordable housing and a pathway to self-sufficiency. To fulfill this mission, the Department owns approximately 5,000 units of public and affordable housing and manages more than 5,200 housing choice vouchers, providing homes to 25,000+ people. It also offers financing to for-profit and nonprofit partners to help create additional affordable housing opportunities.
The City of Phoenix Housing Department is seeking two enthusiastic, detail-oriented, and high-performing individuals to fill two Project Manager positions in the Development Division. The Housing Development team implements programs to create and preserve sustainable affordable housing and housing-related services. The successful candidates will provide project management and coordination in implementing various affordable housing development projects associated with the U.S. Department of Housing and Urban Development (HUD) Choice Neighborhoods Program and the federal HOME Investment Partnerships Program (HOME).
The City of Phoenix was awarded a $30 million Choice Neighborhoods Implementation (CNI) Grant in 2018 to redevelop three public housing properties and surrounding neighborhoods in the Edison-Eastlake Community (EEC). CNI consists of three components: Housing, Neighborhoods, and People. The Housing Department is tasked with overseeing this grant and its three components. CNI funds, along with Low Income Housing Tax Credit (LIHTC) equity, private mortgages, gap funding from the Arizona Department of Housing, the City of Phoenix, and other sources, are used to fund the redevelopment projects. The Housing Department is the recipient of HOME Funds and receives an annual entitlement allocation. In April, Phoenix was notified of an allocation of HOME through the American Rescue Plan Act (HOME-ARP) in the amount of $21,354,777. HOME-ARP funds are specifically to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations by providing housing, rental assistance, supportive services, and non-congregate shelter to reduce homelessness and increase housing stability across the country.
The CNI Project Manager will oversee the Byrne Criminal Justice Innovation Grant program, co-leading parks redevelopment and related construction administration, and other project and program activities to further the Housing Department CNI goals and other housing development activities. The Project Manager will coordinate and direct all actions involved in the implementation and completion of projects and contracts, including design, scheduling, construction, legal procedures, budget, construction compliance, and grant compliance, with a heavy emphasis on resident/stakeholder engagement of a diverse community.
The HOME-ARP Project Manager, a temporary full-time position, will serve as the primary administrator of the HOME-ARP program. The Project Manager will draft development contracts, administer RFPs, create policies and procedures related to HOME-ARP, manage contracts between internal departments and outside firms, prepare council reports, oversee budgets, etc. This position will oversee a diverse set of HOME-ARP activities, including supportive service contracts, non-congregate shelter development projects, and permanent supportive housing development. This temporary full-time grant-funded position supports the City of Phoenix as the recipient of HOME-ARP funds. Duties associated with the HOME-ARP Project Manager position will be effective until at least June 30, 2027.
The Project Managers will be responsible for the following specific duties, including but not limited to:
- Meeting and collaborating with the Housing Department's internal and external partners, residents, stakeholders, and city staff to plan and execute program activities.
- Grant management and administration duties.
- Planning, facilitating, and attending resident and stakeholder meetings as needed, some of which will occur during evening and weekend hours.
- Preparing well-crafted reports and engaging presentations.
- Attending various project site meetings, reviewing draw requests, performing construction inspections, and reviewing and approving change orders for appropriateness and cost reasonableness.
- Work with other City staff on procurement and RFP processes.
- Working with developers, City Law Department, and management to draft, review, and negotiate terms in various agreements for execution.
- Ensuring all necessary environmental assessments and other federal regulatory compliance requirements are met for assigned projects.
- Reviewing and approving invoices and expenditures to accurately report sources and uses of funds allocated to assigned projects and programs.
- Prepare and provide reports and applications to HUD and other governmental agencies.
- Overseeing development projects, including securing funding, reviewing construction plans, managing the permitting process, reviewing funding applications, developing, and maintaining project schedules and budgets, ensuring federal compliance, conducting project inspections, and overseeing project closeout.
- Other duties, as assigned.
