This is a Promotional and Open recruitment to establish an eligibility list and fill vacancies. The eligibility list will be used to fill permanent vacancies which may occur during the life of the eligibility list. In a promotional and open recruitment, the promotional list shall take precedence. When the promotional list contains fewer than three eligible and willing employees, certification of additional ranks shall then be made from the open list.
Positions in this classification are full-time 40 hours per week, 12 months per year.

BASIC FUNCTION:
Under the direction of an assigned supervisor, perform a variety of technical accounting duties related to the preparation, maintenance and review of financial records and accounts in a variety of areas such as general ledger, budget, payroll, employee insurance and voluntary deductions, tax withholding, accounts payable, accounts receivable, or attendance/enrollment.
Perform complex and technical accounting duties in various areas or in support of an assigned specialty area; establish, monitor and maintain assigned accounts. E
Analyze income/expense data to determine the cost effectiveness of programs, purchases and activities; prepare statistical and analytical reports for administrators as requested. E
Compile, organize and review financial data and documents; prepare and process applications, financial reports and statements as mandated by County, State and federal agencies; prepare financial reports and related documents including profit and loss statements, balance sheets and reimbursement claims for assigned area. E
Reconcile and balance assigned accounts and bank statements; record financial transactions; maintain journals and ledgers; prepare trial balance. E
Audit accounting records and prepare periodic reimbursement claims; prepare financial statements and projections as requested; assist in the preparation of the District budget as directed. E
Respond to questions from District administrators, personnel, vendors and others concerning assigned accounting area; provide specialized information concerning the application of complex laws, rules and regulations. E
Maintain appropriate internal controls and audit trail in accordance with District policies, legal requirements and generally accepted principles of accounting. E
Maintain and approve classification of expenditures and income received. E
Monitor and approve expenditures to assure funds cover expenditures; assure expenditures are charged against proper accounts. E
Communicate with vendors and District personnel to resolve problems, correct errors, obtain authorizations and exchange information. E
Audit financial data and documents to assure accuracy, completeness and compliance with District policies and procedures and applicable governmental regulations. E
Perform a variety of clerical tasks such as typing, filing, duplications and maintaining a variety of records; answer telephones and operate standard business equipment. E
Provide work direction and guidance to clerical accounting and other support personnel as assigned; assist the Assistant Director of Financial Services as requested.
Perform related duties as assigned.
