GENERAL SUMMARY OF POSITION:

This is a management position which involves the development, implementation, coordination, and operation of a service component for NLCMHA. This position requires substantial knowledge of applicable guidelines, reimbursement systems, contracting procedures, and professional knowledge of services to mentally ill and developmentally disabled consumers of the public mental health system. This position operates with considerable independence under the general supervision of the Chief Population Officer. A demonstrated exercise of judgment is required, as well as tact in dealing with the public and staff assigned for supervision. This position also requires the monitoring of appropriated expenditures to support the services under the direct control of the manager. This position is responsible for supervision of the entire ACT department.
ESSENTIAL POSITION FUNCTIONS:
- Responsible for the development, operation and coordination of a major unit within NLCMHA’s operations.
- Will oversee coordination and integration of ACT Teams throughout NLCMHA catchment.
- Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws:
- Process of interviewing, hiring, and training employees
- Provide testimony re: ACT consumers- within the judicial system throughout the catchment area NLCMHA covers.
- Provide guidance regarding Assisted Outpatient Treatment orders, including Deferrals and individuals adjudicated NGRI.
- Conduct supervisory sessions.
- Develop, maintain, and uphold ACT referrals/screening procedural guidelines.
- Ensure ACT team members are providing intensive community-based treatment.
- Assist ACT team members to attain a minimum of 30% efficiency/productivity standards.
- Attend community system of care meetings.
- Collaborate with community providers i.e local primary care providers, judicial and law enforcement systems, hospitals, state hospitals.

- Effectively addresses disciplinary issues when necessary.
- Establish measurable performance standards and measure actual performance against those standards.
- Be knowledgeable of and understand basic human resources policies, procedures, laws, regulations, and union contract requirements.
- Will troubleshoot performance and system problems when they occur, working closely with other supervisory and clinical staff.
- Will coordinate daytime coverages with other agency systems.
- Will provide back up daytime crisis intervention services when assigned programs are unavailable.
- Will be required to participate in a rotating supervisory after-hours on-call system.
- Will authorize services consistent with the NLCMHA authorization system.
- Promote a healthy team approach to the service delivery system, manage conflicts, interpret administrative guidelines, and implement directives in a timely professional manner.
- Establish procedures for routinely monitoring workflow and promoting staff development.
- Monitor documentation of service system to ensure appropriate standards are met. (NLCMHA, CARF, Medicaid, Michigan Department Health and Human Services (MDHHS).
- Maintain knowledge of the relationship between the programs and other services and resources within the NLCMHA system, as well as the whole human services network.
- Serve as a resource to staff and the community at large seeking specialized services from NLCMHA.
- Conduct periodic needs assessments to assist in program development, maintenance of efficient effective services and accountability to consumers and groups.
- Monitor service delivery and impact of service effectiveness as well as consumer satisfaction.
- Coordinate meetings and serve as a liaison between mental health, substance use, criminal justice systems, and other community systems.
- Provide organizational and community education and training as appropriate.
- Responsible for the budget and expenditures of the unit as assigned.
- Track and report on a variety of activities and prepare statements, summaries of activities, spreadsheets, database reports and related documents as required.
- Maintain knowledge of and alignment with the NLCMHA Strategic Plan and overall purposes and programs of the area assignment.
- Coordinate and/or complete special projects as needed.
- Keep informed of all significant activities, successes, and problems of the area assignment.
- Extensive knowledge of the Mental Health Code, MDHHS Contract, Clinical Assessments and Eligibility Guidelines, Medicaid Manual, Compliance requirements and the structure, guidelines, and services of NLCMHA.
QUALIFICATIONS & COMPETENCIES:
Credentialed by NLCMHA to provide services in this professional discipline.
LICENSING or CERTIFICATIONS:
Must have licensure with the State of Michigan as a fully licensed professional: Licensed Master’s Social Worker, Licensed Professional Counselor or Psychologist preferred. Limited Licensed Master’s Social Worker, Limited Licensed Professional Counselor, or Master’s Limited Psychologist considered. Must maintain licensure.
MINIMUM EDUCATION & EXPERIENCE:
Master's Degree in Social Work, Psychology, Licensed Professional Counselor from an accredited university, or a Degree in Nursing. This position requires clinical and program development/management expertise with adults with severe and persistent mental illness. A minimum of 5 years’ of previous clinical experience and administrative supervision is required.
PAY: $83,261-$93,611

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
- This position will require irregular hours to ensure 24/7 coverage of emergency services.
- This position may require travel by personal vehicle if an agency vehicle is not available.
