What We’re Looking For… A certified Project Management Professional (PMP) with 10+ years of proven past experience in the ability to apply industry best practices (i.e.) Project Management Body of Knowledge (PMBOK). The ideal candidate will have a law enforcement, or public safety background with the ability to successfully lead a large federal government contract and proven team building and delegation skills to lead team(s) on large projects or significant segment(s) of a large complex project. The position will analyze new and complex project-related problems and create innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.
Duties (include but are not limited to):

Prepares and sends semimonthly timecard reports to verify the schedule and hours worked of each contract employee in the prior work period.

Prepares and sends the government Contracting Officer (CO) a Monthly Status Report (MSR)

Assists in mapping program vacancies and needs to applicable contract labor categories

Tracks vacant/open positions, and facilitates the screening and replacement of backfill positions, ensuring all candidates are appropriately qualified prior to submission to the COR for candidate screening

Acts as primary point of contact and liaison between Enlightened and government representatives. Coordinates with government representatives to provide appropriate technical and procedural direction to contractor staff

Monitors performance of contractor staff. Provides coaching, mentoring, counseling direction, etc. to contractor staff when issues require intervention

Meets with government representatives as needed regarding contractor performance and conduct, planning, and status updates

Maintains schedules of all contract staff, on a spreadsheet/document that can be shared with the Government as needed and provides approval for schedule changes in conjunction with the applicable government representatives.

Inform the government representatives of all issues requiring Government attention

Implements and enforces Government and contractor company policies with contractor staff

Facilitates the badging and onboarding of new contractor staff and the escorting of new staff to security briefings, as appropriate.

Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources.

Meets budgetary objectives and adjusts project constraints based on financial analysis.

Meets with clients to obtain feedback of project and team performance, manage clients’ expectations on timing and scope, and provide transparent communication on project status.

Prepares individual and team objectives and measures performance against objectives according to HR policies and government regulations (h) Oversees all aspects of projects.
Required Qualifications:

Bachelor’s degree in business administration or a related academic discipline

Project Management Professional (PMP) Certification
-
Minimum ten (10) years of experience managing a federal contract workforce or eight (8) plus years of progressively increasing management responsibilities in a government agency setting, or an associate’s degree plus twelve (12) years of relevant experience as in lieu of a bachelor’s degree and (eight) 8 years of relevant experience

Knowledge of cloud migration, data migration/management.

Demonstrated experience managing federal contracts in excess of $40+ million annual expenditures.

Experience administering or managing contract(s) subject to the Service Contract Act (SCA) and/or the Fair Labor Standards Act.
Preferred Qualifications:

Prior public safety experience and/or law enforcement background and team building experience highly desired.

Demonstrated contract management experience Prior experience with the Department of Interior, or one of the Bureaus, a plus.
