Position Description:
A U.S. government-led partnership, Power Africa harnesses the collective resources of public and private sectors to double access to electricity in sub-Saharan Africa. A unit within USAID’s Africa Bureau, Power Africa (AFR/AA/PA) addresses one of the most pressing challenges to sustainable economic growth and development in sub-Saharan Africa – access to electricity. Two out of three people in sub-Saharan Africa have no access to power affecting their access to health care, education and economic opportunities. And yet, sub-Saharan Africa has significant energy resources that can be developed to meet the continent’s energy needs. Power Africa supports an African driven vision to increase clean and efficient energy generation capacity in sub-Saharan Africa.
Since its launch in 2013, over 200 million people in sub-Saharan Africa gained first time electricity access. And yet a staggering 580 million still lack access to electricity. There is still much work to be done. The Program Assistant will support Power Africa in advancing its goals as a critical member of Power Africa’s Washington, DC office. The incumbent, under the supervision of the Energy Office Deputy Director will work with office leadership as well as technical staff in DC and overseas as a member of the Energy Office. The Program Assistant will provide support to Energy Office staff by performing complex analytical work and some routine administrative duties. The more complex analytical tasks include collecting, analyzing and tracking data to inform Power Africa reports, requests for information, and to contribute to programmatic learning. Administrative tasks might include scheduling meetings and associated logistics, supporting travel arrangements for staff, notetaking and maintaining program files.
The Program Assistant will rank tasks in order of importance and impending deadlines and handle several tasks simultaneously. The individual must develop a working knowledge of USAID policies, systems, and guidelines, as well as ZemiTek’s corporate practices and procedures.
This position is telework eligible and will require 3 days in the office per week. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Work Schedule: Full-time, Hybrid (Report to office 3 days a week)
Salary Range: Starting at $55,000
Clearance: Able to require a Secret-level clearance required (US citizenship required)
Responsibilities:
Programmatic Analysis and Reporting (70%):
Establishes and maintains understanding of Power Africa’s portfolio and roles and responsibilities of Power Africa staff. Establishes and maintains relationships with USAID staff beyond the Power Africa Coordinator’s Office who are engaged in energy programs in Africa.- Responds to requests from Power Africa leadership and immediate supervisor concerning programs under the Power Africa Energy Office. Gains an understanding of Power Africa programs so as to be able to respond to calls for information. Develops knowledge management systems or products drawing upon multiple Power Africa data sources. Communicates with appropriate colleagues within Power Africa Coordinator’s Office and USAID to capture necessary information.
- Reads incoming correspondence, publications, regulations, and directives that may affect the organization. Determines the ones that can be acted upon personally and takes necessary action. Obtains clarification of instructions from originating offices or appropriate focal points when needed. Brings significant items in reports, files and correspondence to the supervisor’s attention.
- Contributes to USAID reporting and planning processes by collecting, maintaining and analyzing data to complete necessary standard reports, forms or processes.
- Contributes to regular Power Africa Coordinator’s office reporting and planning processes by collecting, maintaining and analyzing data to complete necessary standard reports, forms or processes.
Office Activities Coordination (30%):
Systematically evaluates and improves office operations. Uses formal procedures to track clearance of memos, briefers, and coordinate other work performed in the office, such as approvals of program modifications (e.g., in GLAAS system).- Attends meetings, takes notes, notes commitments made, informs staff of commitments, and arranges for staff to follow through on implementation.
- Maintains subject and project files of correspondence, program documents, and reports in USAID systems such as ASIST. Prepares files for storage or destruction, as appropriate.
- Arranges meeting space, speakers, and support details for large conferences.
- Establishes control records on incoming correspondence and action documents, following up on work in-progress to ensure timely action.
- Supports travel requests and vouchering for Washington-based Energy Office staff.

Qualifications:
- The position requires a Bachelor’s degree and one (1+) year of relevant experience. Relevant experience might focus on international development, international affairs, or the energy sector.
- Requires proficiency in the use of Microsoft Office, Internet, Google Suite, and e-mail applications.
- Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to prioritize responsibilities based on significance of task and due dates.
- Experience in the use of database applications is recommended.
- Oral and written communications skills and the ability to read, analyze, and interpret general business periodicals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
- Fluency in French or Portuguese valued.
- Applicants selected will be subject to a government security investigation and must meet eligibility requirements for a “Secret” security clearance.
