Position Overview
The Assistant Director of Real Properties plays a crucial role within the Harris County Engineering Department. Assisting in the development, analysis, and negotiation of complex real estate transactions. This includes the acquisition, disposition, and leasing of property. The individual in this position is responsible for the meticulous drafting, reviewing, and issuing of various legal and transactional documents such as letters of intent, memoranda of understanding, offer packages, counteroffers, listing agreements, purchase and sale agreements, leases, licenses, operation and maintenance agreements, easements, and rights of way agreements. With a keen eye for detail and a proactive approach, the Assistant Director ensures the seamless progression of all active projects, carefully evaluating, reviewing, and monitoring each phase. This role is instrumental in advancing the department's objectives by facilitating strategic real estate initiatives.
Job Duties/Responsibilities

Assists in acquisition and disposition of real estate transactions involving easements, residential, commercial, and industrial properties.

Ensures all transactions comply with legal standards and regulations.

Assists with projects from inception to completion, overseeing documentation for land purchases and property acquisitions.

Actively engages and assists in negotiations, determines transaction terms, and supports interactions with property owners.

Serves as a liaison between County personnel and external stakeholders such as property owners, consultants, and developers.

Interfaces with various departments and external agencies or firms related to real estate programs, transactions, and projects.

Assists in management and maintains a comprehensive portfolio of complex real estate projects and internal proceedings.

Reviews, approves, and recommends offer packages, purchase agreements, counteroffers, and cash-flow projections.

Negotiates with property owners, agencies, utilities, company officials, and developers to finalize beneficial deals.

Coordinates with engineers, attorneys, economic development teams, and other stakeholders for successful real estate transactions.

Oversees appraisal process to determine fair market values and appropriate land rights for County needs.

Procures independent appraisal services through requests for proposals.

Collaborates with County Departments on current and future projects, providing expertise in real estate matters.

Assists with special projects and performs personnel functions such as interviewing, managing, training, developing, and evaluating staff.

Acts as a subject matter expert in real estate, ensuring transactions support the County’s objectives and comply with legal requirements.

Education
-
Bachelor’s degree from an accredited college or university with major course work in Business Administration, Public Administration, Real Estate or other relevant field and five years of management in the public or private real estate industry.
Experience

Seven (7) years’ experience in Real Estate with an emphasis on understanding property acquisitions

Seven (7) years supervisory experience
Knowledge, Skills and Abilities (KSAs)

Proficient in overseeing land acquisition processes, including understanding and executing tax foreclosure proceedings, property leasing, and abandonments.

Expert knowledge of laws and regulations concerning the sale of surplus city property and tax-foreclosed properties.

Skilled in the principles and practices of real property acquisition, including eminent domain processes, property appraisals, and leasing strategies.

In-depth understanding of current real estate market trends, enabling informed decision-making and strategic planning.

Strong leadership abilities in supervision, training, and performance management, fostering a productive and efficient team environment.

Experienced in budget preparation and financial management, ensuring responsible fiscal planning and resource allocation.
