Under Supervision, performs administrative staff and administrative technical work in an operating department; conducts studies of methods and procedures relating to departmental program and management operations; does related work as required.
Distinguishing Characteristics
This is the experienced, working level class in the Administrative Services Assistant series. Incumbents perform various administrative assignments in a line operating department independent of ongoing supervision. Work is typically performed under the guidance of an assistant department head, division head or administrative officer who is responsible for the overall direction of the administrative functions of the department.
This class is distinguished from Administrative Services Assistant III in that the latter is the top working level in the Administrative Services Assistant series.
Minimum Qualifications
License Required: Possession of a valid California Motor Vehicle Operator’s License. Out of state valid motor vehicle operator’s license will be accepted during the application process.
Education: Possession of a Bachelor's degree from an accredited college or university with a major in business administration or public administration or a closely related field.
Experience: Eighteen (18) months of full-time experience or its equivalent in an administrative staff position performing administrative, budgetary or personnel analysis.
Substitution for Education: Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included at least one three semester unit course in each of the following areas: (1) English Composition (2) Business or public administration, political science or government (3) Mathematics or Statistics and (4) Psychology or behavioral science ; and two years full time experience or its equivalent in an administrative or staff capacity performing administrative, personnel or budgetary analysis which included the research, analysis and preparation of written reports; or an acceptable combination of qualifying experience beyond the two-year minimum education requirement may be substituted for the Bachelor’s degree.
Substitution for Academic Major Experience: 1.) One (1) additional year of qualifying experience may be substituted for the required academic major; 2) Possession of a Master’s degree in public administration, business administration, or a closely related field may be substituted for academic major or six (6) months of the required experience.
Knowledge, Skills, and Abilities
Knowledge of:
- The principles and practices of public administration and organization applicable to a local public agency
- The principles of budget analysis, formulation and control
- The basic principles of personnel administration and procurement
- Statistical methods and methods of graphic presentation used in administration and budget analysis
Ability to:
- Gather and analyze data
- Interpret rules and regulations
- Prepare clear concise reports
- Work effectively with employees and the public
- May provide lead direction to staff
Typical Tasks
- Gather, tabulates and analyzes data and prepares and reports on organizational, procedural and technical projects
- Conducts studies relative to work load, cost and equipment utilization
- Assists in the analysis of annual departmental budget requests
- May be assigned responsibility for expenditure controls
- May handle day-to-day fiscal, office management, personnel, purchasing, contracts property control and other administrative functions depending on assignment or bureau
- Represents the department on specific administrative matters in liaison with other departments and agencies
- Attends departmental meetings and conferences
- Answers requests to the department for information
- Assists in the preparation and maintenance of departmental operating or procedures manuals
