Job Profile Summary:
The Benefits Manager plays a critical role in managing the day-to-day plan management of USA DeBusk’s benefit plans. The position reports to the VP of Human Resources and will support the benefits team and USA DeBusk’s HR community as needed. Exceptional analytical skills and interpersonal skills and resolving benefits-related questions from current and former associates and HR leaders is critical.
Primary Responsibilities:

Manage the day-to-day administration and ownership of Blue Cross Blue Shield Association (BCBSA) and core benefit programs including retirement, medical, dental, spending accounts, life, disability, and other benefit plans, and policies for union and non-union associates.

Maintain/oversee compliance with company policies, state, and federal regulations such as HIPAA, FMLA, COBRA, and ERISA.

Evaluate, implement, and manage wellbeing programs to support the overall health of associates.

Manage, promote, and support ancillary programs and ad hoc projects as required, assigned, or requested to continue optimizing plans effectiveness and efficiency.

Identify and create process flows and improvements, including data quality, reporting, year beginning/end processes and other opportunities to improve overall service and satisfaction levels for both associates and the Benefits management team.

Develop and manage vendor relationships, including consultants and third-party administrators, to gather data and understand benefit plan dynamics.

Draft benefits policy, procedures, and job aides

Oversee vendor contractual adherence and renewals in coordination with procurement team to ensure timely invoice remittance within annual budget.

Responsible for research and feedback to escalated customer service issues with third party suppliers.

Assist with plan design review including driving open enrollment process, partnering for ADP configuration, testing, and implementing communications.

Support ongoing benefit activities, including overseeing and reviewing data flow, file feeds and collaborating with the ADP team on configuration updates.

Collect, analyze, and summarize employee benefit data and trends.

Assist the Benefits team and other stakeholders (i.e., Labor Relations, HRBPs) in gathering, organizing, and analyzing data from multiple sources using Excel spreadsheets and other analytical tools.

Analyze results, interpret data, and summarize findings and implications using PowerPoint, Word, and other written communication formats.

Prepare initial cost projections to support plan design decisions and budget impact for multiple benefit plans.

Research external sources of information, including healthcare costs and benefit plan trends to fully inform management decisions.

Assists in identifying new, emerging regulatory compliance matters.

Responsible for non-discrimination testing with third party suppliers/consultants.
Minimum Qualifications:
-
Bachelor’s degree required.
-
7-10 years of relevant experience analyzing multiple benefit plans.
-
Certified Benefits Professional (CBP) certification preferred.

Advanced knowledge in MS 365 applications to include Excel, Word, Outlook, PowerPoint, etc...

Experience utilizing various HRIS systems such as ADP, Workday, SAP, Oracle, Kronos, etc.

An understanding of federal and state regulations governing benefits plans.

Knowledge of health / welfare, retirement and leave benefit products, services, and tools.

Experience with health insurance vendor Blue Cross Blue Shield Association (BCBSA)
-
Experience negotiating renewals with carrier / brokers.
-
An understanding of Canadian regulations governing benefits plans preferred.
-
An understanding of Canadian Registered Retirement Savings Plan (RSSP) preferred.
-
Project management experience preferred.
-
Experience working with Collective Bargaining Agreements and associated benefits.
-
Experience working with The Standard as 401(k) recordkeeper.

Experience with both fully and self-insured plans and understands advantages of both.

Experience managing integrations for acquisitions.

Experience with Union negotiations is preferred.

Pension funds’ experience is preferred.

Experience managing 2-4 HR Benefit Coordinators is required.

Understanding of Carrier Contracts and Carrier requirements (e.g., EOIs)

Compliance experience (ACA and ESRIA)

Experience developing Premium Only Plans (POP) and Wrap documents.

Experience managing 401(k) plans.

Experience managing annual 401(k) audits.
-
Understand DOL requirements (e.g., late contributions).

Experience offering plan recommendations based on data and analytics.
