Summary Description:
The Finance Project Administrator is responsible for the successful planning and execution of program projects. This includes creating budgets, forecasting expenditures, and ensuring that the project stays within its financial limits and guidelines. In addition, researching, gathering, and analyzing diverse financial data to calculate the total cost of production inputs (time, labor, tools, equipment, materials, third-party services, etc.) needed to provide a service, manufacture an item, or construct and/or enhance infrastructure. Verify the completeness and accuracy of financial documents and transactions.
Essential Functions:
1. Conducting a financial analysis of a project to ensure it is viable.
2. Creating budgets and forecast expenditures for a project.
3. Communicating with customers and stakeholders to ensure they are happy with the financial aspects of the project.
4. Reporting on the financial progress of a project to senior management.
5. Analyzing variances and finding ways to stay within budget.
6. Analyze spending and communicate to management if there are areas that put the program at risk for overspending or underspending.
7. Implementing new or revised financial policies and systems for better financial management.
8. Regularly reviewing project costs and making recommendations for improvements.
9. Conducting post-implementation reviews of projects to ensure they were successful financially.
10. Assist the Finance Director with all aspects of the agency’s fiscal operation in compliance with the Finance Policies & Procedures and GAAP.
11. Assist the Finance Director with providing necessary documents for the annual agency independent financial audit.
12. Generate and present accounting reports on each assigned project and present reports to the Finance Director and Executive Director.
13. Prepare monthly contract voucher billings and accounts receivable sales invoices.
14. Participates in agency staff meetings.
15. Performs these responsibilities with the understanding that responsibilities and tasks may be modified or expanded over time.
Qualifications:
Education:Must possess a Bachelors’ Degree in Accounting, Finance, Business Management, Economics, or other related field.
Experience:Requires 2 years’ accounting and budgeting experience.
Competencies:Requires proficiency in accounting information systems, Excel and MS Office, financial analysis skills for assessing the viability of projects. Experience in budget development. Strong mathematics knowledge to make calculations and prepare budgets. Excellent communication skills, time management, and organizational skills for juggling multiple tasks. Analytical skills for identifying discrepancies and finding ways to stay within budget.
Level of responsibility:Works with little supervision, exercises high degree of discretion and independent judgment.
Working Conditions:
Schedule:Primarily days, but work may at times require additional hours
Work Environment:Agency’s Syracuse office
Travel:Some local travel, occasional regional travel for trainings and meetings
Customer Responsibilities and Contacts: Extensive interactions with agency staff and frequent contact with Board members and providers; frequent contact with vendors and contractors
Physical Requirements:
· Manual dexterity sufficient for frequent use of telephone, keyboard, calculator, and other office equipment
· Ability to receive and convey detailed information.
· Ability to sit at a desk for 6 - 7 hours per day.
· Light work: Occasional lifting of up to 20 pounds of equipment or material
Salary Grade: 5
Job Type: Full-time
Pay: $47,248.50 - $59,832.00 per year
