Senior Program Manager - Federal Human Capital Teams
70% Remote

As the Program Manager you will serve as the program strategic leader and federal agency Contracting Officer Representative (COR) main point of contact. In this key role you manage the day-to-day contract relationship including leading, planning, evaluating, and analyzing contract performance. You will regularly interface with federal senior managers, directors, and leads for the delivery of federal HR operations and human capital work that support agency programs. You are responsible for team relationship management and providing day-to-day technical guidance and consultation to all employees and subcontractor team members. You will define the processes and procedures that will manage program scope, schedules, risks and issues, communication, cost, and resourcing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
· Manage the client relationship and maintain regular communication with the client regarding day-to-day contract execution.
· Ensure daily tracking of and adherence to contract performance metrics and quality assurance plans.
· Proactively identify areas for improvement or efficiencies within contract and team performance based on data and production metrics.
· Identity areas of contract growth through data and metrics, developing a deep understanding of client agency needs and or pain points.
· Provide management and oversight of support teams working in each assigned division to ensure delivery in accordance with the contract.
· Manage staffing and employee performance by maintaining regular contact with the team regarding their assigned projects, ensuring employees understand and meet client work delivery expectations in compliance with client contractual expectations, preparing and delivering employee position descriptions, ensuring employees receive the training and development necessary to perform their work, and counseling and coaching employees on performance and attendance matters.
· Work closely with various branch or department directors of the client agency to mitigate any challenges or issues that may arise with employee performance.
· Develop and provide weekly/monthly/quarterly reporting on performance, accomplishments, utilization, risks, milestones, and issues per contractual requirements.
· Work with business development and proposal team providing team and individual success stories and innovations.
· Monitor and approve employee time and attendance.
QUALIFICATIONS, KNOWLEDGE, AND SKILLS
· Bachelor's Degree in a relevant field – Human Resource Management, Business Administrator or similar.
· 10+ years of progressive experience supporting HR/Human Capital related contracts and/or teams in the federal or defense industry.
· Minimum of 3 years of experience managing teams.
· Prior experience as a project manager, program manager or program analyst supporting a federal agency
· Prior firsthand experience as a contractor or sub-contractor on a large contract with understanding and experience of tasks such as: human capital, HR, contract management, budgets, managing metrics, team delivery and execution, kicking off new projects, developing and managing Quality Assurance/Control Plans,
· Demonstrated ability to work independently as well as collaboratively in a team environment.
· Proficiency in using Microsoft Office Applications, including Outlook, Word, PowerPoint, and Excel.
· General knowledge of the federal OPM hiring and talent management process and rules to effectively assign and manage project teams is beneficial.
Job Type: Full-time
Pay: $155,000.00 - $175,000.00 per year
