POSITION OVERVIEW:
The Chief Financial Officer is a senior management position and part of the Executive Leadership Team, including the Chief Executive Officer, Chief Strategy Officer, Chief Program Officer, Chief Clinical Officer, Chief Human Resources Officer, and Director of Operations.
The Chief Financial Officer oversees the financial operations, accounting, and the crafting and implementing of the Agency’s financial strategy. The CFO reports to the CEO and ensures sound financial management and practices that support the Agency’s growth, financial stability, and community impact goals. The CFO's duties include monitoring cash flow, meeting with the CEO and CSO to discuss the best practices for Agency finances, and developing strategic plans to improve the Agency's overall financial health. The CFO ensures organizational values and expands opportunities for more significant community investment. The CFO will report directly to the CEO and collaborate with the CSO.
Essential Functions and Responsibilities:
Organizational Leadership:
Provides direct and indirect leadership for any La Familia staff and contractors to ensure that services and duties are being performed at the highest possible quality and according to La Familia's stated Mission, Vision, and Values.
Leads participates in, designs, and/or collaborates on agency-level policy, initiatives, and committees.
Provide troubleshooting, thought partnership, insight, and support to the Executive Team and leadership staff as relevant and necessary.
Develops and maintains organizational-level knowledge and history to ensure clear and smooth connections among programs, staff, and clients to meet organizational objectives.
Financial Strategic Planning and Initiatives:
Contribute to the development, execution, and oversight of La Familia’s overall strategic plan and initiatives by aligning finance strategies with the Agency’s goals, emphasizing change management practices.
Assess, communicate, leverage, and address the financial strengths and weaknesses of the organization.
Develop and monitor the implementation of long-range financial plans in conjunction with the CEO/CSO, including setting targets for organizational growth.
Define the financial strategy and provide valuable financial insights to help make the best decisions about executing organizational business strategy.
Proactively understands, evaluates, and analyzes trends in financial policy and the finance market landscape, including regulatory changes, and proactively generates solutions to existing and/or foreseeable problems.
Manage the budget development process, resulting in a Board-approved annual budget, reflective of strategic annual goals and operational needs across a diverse payor mix.
Manage processes for financial forecasting, consolidations, planning, and analysis.
Analyze current and future business operations and plans to determine financial effectiveness.
Research to generate strategies, plans, and proposals.
Analyzing data and creating models based on the analysis.
Identify treasury management and investment opportunities.
Collaborate with the Human Resources Director/Team to determine employee compensation standards in support of employee recruitment and retention.
Evaluate and manage mergers and acquisitions and lead similar strategic initiatives.
Manage external lending/equity relationships.
Finance Leadership Responsibilities:
Co-creates a culture of strong, values-based financial stewardship at all organizational levels.
Builds and maintains department culture to include courteous, professional, and responsive relationships with all internal stakeholders and ensures that direct report staff do the same.
Ensure compliance with all applicable financial, accounting, legal, and regulatory requirements and best-practice standards; ensure a system of strong internal controls.
Prepare monthly and quarterly financial statements and financial analysis; oversee audit
Ensure the timely reporting of investment activity to donors and fundholders
Oversee organizational budgeting and reporting, working with the Finance Director to prepare annual budgets and routine expenditure reports.
Supervises the Finance Director to support coordinating the year-end audit process, including establishing schedules, collecting, analyzing, consolidating financial data, and recommending plans. Create, monitor, and adjust Finance policies and protocols.
Adjudicate escalated Finance matters.
Set the standards of training and conduct for all Finance team members, including setting up and/or overseeing all financial and operational controls and metrics within the organization.
Oversee functioning and relationship with the database system provider.
Serves as a primary contact on behalf of the Agency for banking relationships and investment managers
Handle risk management for the Agency, collaborating with the Human Resources Director and Director of Facilities and Operations with insurance agents to ensure proper liability coverage (D&O, cybersecurity, etc.).
Collaborate with the Human Resources Director on program budgets for positions, training, and benefits.
Accounting System Implementation
Maintain executive responsibility for financial operations, including working capital, capital expenditures, debt levels, taxes, budget, and general accounting.
Ensure systems management to maintain and grow healthcare and/or behavioral healthcare reimbursement and billing opportunities and provide strong financial grants management and financial contract management across a diverse payor mix.
Provides strong collaboration with agency leadership to ensure that all finance-related funder requests are delivered by the funder deadline.
Advises management programmatic agency leaders on desirable operational adjustments to ensure revenues and expenses balance and funder financial obligations are met, as well as recommend changes based on and related to any tax code and/or agency policy revisions.
Establish and maintain stable cash flow management policies and procedures and ensure cash resources are available daily.
Reviews La Familia’s Chart of Accounts to align with funding sources and La Familia’s operations.
Coordinates with Human Resources and appropriate staff to ensure payroll is entered and allocated accurately, according to agency policies, and reconciled in alignment with industry best practices.
Alerts senior management to cash flow issues that may arise.
Assures corporate income tax compliance to ensure the accurate and timely completion of all tax returns.
Establishes and maintains fund accounting systems and controls to verify the integrity of all systems, processes, and data.
Participates in a wide variety of unique projects and special reports as requested by the CEO.
Coordinates with Development management staff to develop and maintain accounting and tracking systems, including capital campaigns.
Approve reconciliation of all accounting records and monitor all financial transactions monthly.
Analyze financial data and create recommendations and implementation plans to develop solutions to problems.
Prepare and file federal, state, third-party, and other financial reports to ensure compliance with GAAP, SEC, IRS, and other taxing entity requirements.
Staff Supervision:
Provide supervision to all assigned staff and act as a liaison to independent contractors and/or strategic vendors.
Ensure staff meet assigned activities and provide timely coaching and accountability for staff performance success and deficits.
Facilitate and/or coordinate quality training (at onboarding and continuously) for all necessary skills and competencies for staff to achieve productivity and quality standards.
Lead and attend regular staff meetings, supervision meetings, and training.
Ensure direct reports follow all agency policies and procedures by providing ongoing education and reminders on agency policies and procedures and providing coaching and accountability around violations on time, with an emphasis on Quality Improvement, Health Information Portability and Accountability Act (HIPAA), and other compliance policies and procedures as set by La Familia and the funder.
Coordinate and maintain adequate Finance team staffing for recruitment, retention, performance appraisals, employee discipline, and termination.
Set employee schedules and approve employee timesheets, time-off requests, and expense reimbursements.
Other:
Provide input and feedback on potential related projects/programs as appropriate.
Attend training, monitor trade publications, and participate in events relevant to key responsibilities.
Track and regularly report on key metrics for responsible function areas.
Leads and collaborates on special projects related to agency strategic objectives as appropriate.
QUALIFICATIONS & EXPERIENCE:
Bachelor’s degree in accounting or finance and 10-15 years of hands-on finance/accounting management experience or an equivalent combination of education and experience; Master’s degree highly preferable
Knowledge of fund accounting and non-profit accounting principles is required. CPA and/or auditing experience is a plus.
Experience with federal, state, and county grants management desired
Demonstrated experience evaluating financial landscape and creating strategic recommendations based on landscape.
Ability to establish and maintain effective working relationships with community members and staff.
Ability to work independently, demonstrating excellent critical thinking skills and professional judgment.
Demonstrated experience with internal/external financial presentations.
Excellent verbal and written skills.
Exceptional ability to maintain confidentiality
Ability to use the equipment necessary to complete the job responsibilities.
Non-Profit and Community-Based Organization experience is highly desirable.

Exercises extreme discretion with the ability to hold, balance, and transmit public and confidential information needed by various parties.
Proficient in using MS Office products, particularly Word, Excel, Outlook, and PowerPoint.
Acquires or maintains proficiency using Google Drive products, including Docs, Sheets, and Forms.
Valid CA Driver’s license
