Job Description
We have an immediate opening for a technical, hands-on, experienced Capture and Proposal Manager to manage and execute the vision of executive leadership; specifically, writing proposals for new, innovative, highly dynamic training systems and software development projects, for a rapidly growing woman-owned small business for the US Government with high focus on the Department of Defense.
This is a technical position responsible for full lifecycle proposal execution using the Shipley Capture and Proposal Process, from reviewing Requests for Information/Proposals (RFIs/RFPs), analyzing the perspective audience, planning win strategies, writing efficiently and effectively, managing writing assignment schedules, and conducting collaborative reviews. This position will manage all proposal schedules with the assistance of executive leadership to ensure high-quality, successful, and punctual proposal responses.
This is a full-time, salaried position with benefits. Fully remote for candidates outside of the Southern California and Hampton Roads, Virginia areas.
Responsibilities
- Effective use and continued improvement of the company’s Shipley Proposal process
- Review, analyze, and interpret technical requirements within RFPs, RFIs, and RFQs to gain a thorough understanding of the audience, situation, and objectives of each solicitation
- Develop creative win strategies that clearly demonstrate capture value, customer needs, AVATAR-specific discriminators, competition assessment, and business cases
- Respond to government RFP solicitations by involving internal business unit leaders and teaming partners
- Implement AI large language model to improve proposal volume (Productivity) and quality of proposal content, in the following areas:
- Proposal development and QA
- RFI, RFP, and RFQ analysis to fit past performance
- Past performance writeups
- BOE development
- Contracts/subcontracts
- Train team on use of AI for process improvement techniques
- Communicate successfully with multiple stakeholders including executive leadership, teaming partners, technical leads, and software engineers
- Conceptualize, write, review, and revise solicitation compliant proposal content including the Management Approach, Technical Approach, Past Performance, Resumes, and various Plans (Transition, Quality, Subcontracting, etc.)
- Identify potential Business Development risks and produce avoidance and mitigation strategies
- Identify, assemble, and manage the direction of the core proposal capture team
- Lead the proposal team and manage all aspects of the proposal process within budget and schedule
- Provide hands-on effective management of subcontractors, Subject Matter Experts (SMEs), and other technical personnel in developing fully compliant, technically superior responses to Statement of Work (SOW) requirements
- Establish and maintain effective relationships within the customer community, including Government agencies, industry primes, and potential subcontractors
- Ensure accuracy and quality of all proposal content
- Proactively review GovWin and other BI software to find new opportunities that fit Avatar’s core capabilities and provide weekly updates
- Maintain the AVATAR Proposal Library to include rapid access to strong, re-usable content, employee resumes/bios and company past performance
- Proactively collect information and communicate about new markets, opportunities, and competition to the Business Development team
Requirements
- 5+ years of experience as a Proposal Writer or Proposal Manager developing proposals for DoD training systems and/or software development projects
- Experience in all phases of proposal development starting from analysis through final submission
- Understand, execute, and customize Shipley Business Capture and Proposal Process
- Documented “Win List” to include $1M-$50M awards within DoD agencies
- Bachelor of Science (BS) or Bachelor of the Arts (BA) degree
- Familiarity with GovWin (or equivalent) business intelligence software
- Diverse work experience including proposal development for large and small companies targeting DoD and commercial opportunities
- Proficient in developing, formatting, and editing proposal documentation using Microsoft Office products
- Self-starter and critical thinker who is resourceful in collecting and acquiring information
- Ability to meticulously follow directions and possess a high attention to detail
- Strong interpersonal and communication skills for in-person, mobile, and virtual interactions
- Ability to multi-task while staying highly organized and efficient
- Experience with leveraging Artificial Intelligence writing technologies
- Aptitude to quickly learn, document, and converse about highly technical solutions and new technology
- Experience conducting professional customer presentations in person, by phone, and virtually
- Results Oriented individual who is always prompt and delivers and finishes work on-time and within budget
- Proactively seeks out ways to improve the company and help accomplish goals across multiple business areas (wear multiple hats as required)
