About OAME (Oregon Association of Minority Entrepreneurs)
Our goal is to promote economic development and entrepreneurship among ethnic minorities in the State of Oregon and SW Washington. OAME is a business organization that manages a business incubator, provides technical assistance to small businesses, manages a microloan program, matches business opportunities for small businesses, and hosts networking events.
OAME has a 35+ year history and is the longest-standing small business association in Oregon that pioneered Diversity, Equity & Inclusion principles and processes in our state. Our motto is "Everybody's IN and Nobody's OUT," and we promote successful entrepreneurship among ALL ethnic groups by providing real business networking opportunities, business incubation, and a microloan program. In fact, we typically have $2 billion+ of project opportunities presented at our semi-monthly meetings. Position Summary
The Operations & Programs Manager is responsible for the day-to-day operations of the organization. This role manages the Business Incubator and the finances for 5 cost centers. The position is responsible for leading, administering, and directing, through Program Directors and the Office Manager, all operations of OAME and its core services.
The Operations & Programs Manager provides technical assistance to small businesses and entrepreneurs, and prepares all required reports on grants received and/or program operations.
Within the framework of delegated authority and consistent with organizational policies and procedures, the Operations & Programs Manager provides quality program services for the small business communities served, manages the comprehensive fiscal operations, and ensures good management of all internal and external affairs, thereby providing a point of accountability for all activities.
Additionally, the Operations & Programs Manager manages the operations of the organization, including human resources, financial transactions, marketing, communications, the business incubator, and relationships with employees, OAME Members, the small business community, partners, and governmental entities. The role reports to the Executive Director and collaborates with the Board of Directors. The role executes budgets and short- and long-range strategic plans and goals.
The Operations & Programs Manager manages the technology that drives current applications used by all cost centers of OAME and maintains a good maintenance program or service with respective service providers.
The Operations & Programs Manager enhances the visibility, reputation, and public awareness of the core services provided by OAME.
Key Responsibilities:
- Team Leadership: Lead and supervise the staff, conducting performance reviews, developing team members, and resolving conflicts.
- Strategic Planning: Contribute to the development of long-term strategic plans and goals, and ensure alignment with organizational objectives.
- Regulatory Compliance: Oversee compliance with relevant laws and regulations, ensuring the organization meets all legal requirements.
- Risk Management: Identify and mitigate organizational risks to ensure operational stability.
- IT Systems Oversight: Manage and oversee IT systems, including CRM and financial software, and maintain cybersecurity protocols.
- Performance Tracking: Establish and track key performance indicators (KPIs) for programs and operations, preparing and presenting regular reports to the Executive Director and Board of Directors.
- Community Engagement: Engage with the community and advocate for minority entrepreneurship, representing OAME at public events, forums, and in the media.
Relationship Management:
- Establish and maintain meaningful relationships with members, partners, guests, and other community organizations.
- Build trusted relationships with current and potential OAME members and partners as the point of contact for the core services and operations of OAME.
- Ensure open communications with all OAME staff, members, partners, and the Board of Directors and Advisory Board Members.
- Maintain positive, cordial working relationships with OAME’s partners, such as governmental/public agencies, private sector entities, regional organizations, and the small business community.

- Lead and motivate OAME staff through demonstrated behaviors, ensuring all staff and individuals work together to reach OAME’s goals.
Financial Stewardship:
- Manage the organization's fiscal performance. Provide timely and accurate reports for each cost center and ensure fiduciary responsibilities are met.
- Process financial transactions such as deposits, checks, and payroll submissions for staff. Work closely with the external CPA/auditor who will prepare annual tax returns, financial reviews, and audits to Credit Corp.
- Prepare annual budgets for each cost center and advise the Board about cash flow, funding requirements, and potential surpluses.

Pay: $60,000.00 - $80,000.00 per year
