1. Formulates and develops methods and procedures for monitoring, evaluating, and operating mental health programs and services in assigned areas of responsibility.
2. Monitors and coordinates review processes of assigned mental health services to determine if programs are meeting health care needs, objectives, and goals established by the Mental Health Services Department.
3. Participates in the development of policies, standards, rules and regulations pertaining to mental health services.
4. Provides advisory and consultative services to System, health care settings and their staff. Maintains liaison with community agencies and professional organizations on matters affecting mental health programs.
5. Reviews city, state, and federal regulations in connection with compliance. Reviews and advises pertinent personnel on improving programs for full compliance.
6. Prepares special reports, studies, and budgetary estimates.
7. Advises Director on policy and procedural changes, community problems, utilization and development of staff, implementation of productivity goals and makes recommendations for improvement in mental health services.
8. Supervises staff assigned to departmental activities and provides professional direction.
9. Participates in staff meetings and conferences and attends meetings with key leadership officials and external representatives.
10. Provides advisory and consultative services in connection with development of grant proposals. Implements administrative policies and procedures based on standards of professional review organizations.
11. Performs related duties, as assigned.
