Primary Purpose:
Direct and manage maintenance operations, transportation, and custodial services for all district facilities. Maintain physical school plant in a condition of operating excellence so that full educational use may be made at all times. Establish cleaning schedules and procedures to maintain a high standard of safety, cleanliness, and efficiency of building operations and grounds. Provide students with a physical learning environment that is safe, clean, attractive, and functional. district’s transportation and vehicle maintenance program as well as the maintenance and custodial operations. Oversee maintenance of all district-owned vehicles. Ensure safe and efficient operation of transportation department as well as physical learning environment. Qualifications:
Education/Certification:
· Bachelor’s degree (Preferred) or commensurate with experience
· Valid Texas commercial driver’s license (Class B) (Preferred)
· HVAC certification (Preferred)

Experience:
· Three years supervisory experience in maintenance/custodial services and/or transportation operations

Major Responsibilities and Duties:Facility Services
1. Direct and manage custodial, maintenance and repair, security, and central warehouse operations of district.
2. Direct the set-up of facilities for special events.
3. Receive and process work orders for repair and maintenance of buildings and grounds.
4. Develop and maintain written departmental procedures for maintenance, repair, operations, and security of all district buildings and equipment.
5. Prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.
6. Oversee bond projects, when applicable, in cooperation with general contractor and architect.
7. Oversee the rental of school facilities, calculation of rental fees consistent with local policy and regulation, and collection of such fees.
Custodial Management
8. Establish and oversee schedules and procedures for the regular custodial care of all district facilities.
9. Work cooperatively with district/campus administrators to ensure high standards of safety, cleanliness, and efficiency of building operations.
10. Inspect all district buildings and facilities and initiate cleaning and repairs as needed.
11. Provide training and orientation to all custodians in cleaning procedures and proper use of chemicals and equipment.
12. Arrange for substitute custodians as deemed appropriate.
13. Assist in scheduling summer custodial projects, including cleaning and refinishing floors.
14. Coordinate the moving and delivery of district furniture, equipment, and other heavy materials.
Transportation Services
15. Prepare and update bus routes and schedules for all schools in district and develop plans to meet future transportation needs.
16. Coordinate transportation for extracurricular activities and special programs.
17. Respond to after-hours emergency calls as needed. Operate bus and deliver buses to drivers when breakdowns occur.
18. Notify bus drivers, schools, and public of any changes in bus routes and schedules.
19. Direct repair of all district-owned vehicles and oversee plans for preventive maintenance.
20. Process vehicle repair requests and prioritize work orders. Contract for services that cannot be performed in shop.
21. Monitor fuel deliveries and distribution.
Policy, Reports, and Laws
22. Implement federal and state law, State Board of Education rule, and board policy in maintenance and transportation areas.
23. Compile, maintain, file, and present all physical and computerized reports, records, and other documents required in maintenance and transportation areas.
24. Implement district’s student discipline policies and communicate to students expected behavior when using district transportation.
25. Enforce safety standards that conform with state, federal, and insurance regulations and develop a program of preventive safety.
26. Develop training options and improvement plans to ensure exemplary operation of maintenance and transportation departments.
27. Comply with applicable personnel policies.
28. Prepare data necessary to process maintenance and transportation payrolls.
Budget and Inventory
29. Compile budgets and cost estimates based on documented program needs.
30. Administer budget and ensure that programs are cost-effective and that funds are managed wisely.
31. Replace and maintain a current inventory of supplies and parts to avoid delay when reordering.
32. Initiate purchases and bids in accordance with budgetary limitations and district policies.

34. Approve and forward invoices and purchase orders for maintenance and custodial departments to accounts payable clerk.
35. Recommend disposal of obsolete or worn out vehicles and equipment. Recommend purchase of vehicles and equipment as necessary.
36. Prepare, implement, and maintain preventive maintenance schedules for custodial equipment. Ensure maintenance is completed and equipment is in safe operating condition. Recommend replacement of existing equipment when necessary.
37. Conduct regular inventory of physical equipment and supplies and maintain accurate records. Order tools, equipment, and supplies as needed.
Personnel Management
38. Assign work to maintenance and custodial personnel and oversee completion.
39. Oversee the assignment of bus drivers to routes, custodial and maintenance personnel to assignments, and the finding of substitutes as needed.
40. Recruit, train, supervise and evaluate all maintenance and transportation personnel and make sound recommendations about placement, assignment, retention, discipline, and dismissal.
41. Prepare, process, and maintain all documents required to verify safety certification and alcohol and drug testing of bus drivers.
42. Prepare, review, and revise maintenance/custodial, and transportation department job descriptions at least annually.
43. Evaluate employee job performance to ensure effectiveness at least annually.
Safety
44. Advise administration about inclement weather conditions that may result in the closing of schools or road hazards.
45. Help with gathering information in investigations of school bus accidents and student safety violations.
46. Ensure that established safety procedures are followed including lifting and climbing. Make sure tools and equipment are operated and chemicals handled according to established safety procedures.
47. Correct unsafe conditions in work area and promptly report any conditions that are not immediately correctable to supervisor.
48. Follow established procedures for locking, checking, and safeguarding facilities.
49. Help organize and conduct training programs to promote a safe work environment.
50. Ensure that maintenance and transportation equipment is in excellent operating condition.
51. Perform disaster duty as needed (hurricanes, earthquakes, blizzards, etc.)
Other
52. Attend and make presentations at conferences and school board meetings to discuss innovations and problems in maintenance and transportation.
53. Attend professional growth activities to keep abreast of innovative techniques in maintenance and transportation.
54. Maintain good rapport with parents and community.
55. Work irregular hours and respond to after hour emergency calls as needed.
56. Promote teamwork and interaction with fellow staff members.

59. Be available by phone, email, or video conferencing to confer with district/campus personnel, students, and/or parents.

Supervisory Responsibilities:
Supervise and evaluate performance of dispatcher, bus drivers, bus monitors, transportation secretary, maintenance staff, custodians, HVAC staff, grounds staff, and maintenance secretary.
