Position Summary: The New York City Public Schools (NYCPS) system is the largest in the country, composed of approximately 1 million students and 75,000+ teachers in over 1,600 schools.
The Office of Data Management (ODM) is part of the Office of Policy and Evaluation (OPE), within the Office of the First Deputy Chancellor. OPE is the primary source of data analysis, research, and academic policy for the NYCPS. ODM is the business intelligence unit of the NYCPS. Team members process assessment data, support a growing SQL repository of NYCPS data systems, build data tools that support instruction, fulfill data requests from across Central offices, serve as data consultants and thought partners, project manage the reporting of data to the state’s longitudinal data system, and produce documentation to support data users throughout the organization.
With guidance from ODM leadership, the Business/Reporting Analyst plays a critical role in driving excellence in academic data reporting, analytics, and knowledge management. The Business/Reporting Analyst analyzes reporting requirements in relation to NYCPS policies and data assets; fulfills internal data requests; conducts systems analysis/programming (operational application systems and relational databases); documents data systems and processes; creates resources to support the continuous improvement of NYCPS programs and data analytics; and works with ODM colleagues, NYCPS program offices and technical partners to develop and improve business rules for data reporting. Performs related work.

Key Relationships: Executive Director, Office of Data Management; Director, Data Architecture; Deputy Director, Data Architecture; Analysts, Data Architecture; Works closely with the Division of Instructional and Information Technology, the Office of Academic Policy & Systems, the Research & Policy Support Group, the Office of Assessment, and the Office of School Performance.
Responsibilities
- Conducts timely analyses through the use of both descriptive statistics as well as more advanced statistical modeling.
- Constructs analyses, reports, and data summaries to answer targeted policy questions and inform policy development, advocacy, and evaluation.
- Utilizes statistical and data management software to develop and manipulate large datasets for external and internal NYCPS partners.
- Assists in the planning, development, and administration of academic data collection and reporting systems that fulfill state and federal requirements.
- Reviews and evaluates local, state, and federal education policies that impact the rules and processes for collecting and reporting data.
- Liaises between program offices and technical partners to develop business rules for transforming and reporting data including and not limited to teams from the Division of Teaching and Learning, the Division of Multilingual Learners, the Division of Specialized Instruction and Student Support, and the Division of Early Childhood Education.
- Provides technical assistance in academic program development and evaluation through data by documenting stakeholders, business rules, requirements, processes, and outcomes.
- Develops project analyses and programming routines using structured query language (SQL) and other analytical tools.
- Compiles reporting and analytics knowledge management resources that support student learning and achievement and continuous improvement of NYCPS programs and policies.
- Provides validation and quality assurance support based on analysis.
- Supports data management activities: communicate objectives and guidelines; provides support; ensures desired outcomes.
- Implements work plans and project schedules based on the scope and time frames set by the team leader, external and internal clients and other stakeholders.
- Designs and develops reports that will be used to measure data quality and ultimately inform stakeholders.
- Participates in the solution design to ensure consistency between requirements and specifications.
- Identifies and escalates issues to leadership team as necessary; provide suggestions for resolution.
- Quickly assesses and resolves complex issues ranging from data management to customer service using sound judgment and problem-solving skills.
- Provides regular status reports as required to the Deputy Director and other ODM leadership; represents the data management team by working cross-functionally with ODM colleagues and program offices.
- Utilizes Azure Dev Ops daily to provide project updates and track progress on all assigned work.
Qualification Requirements:
Minimum
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Preferred
- Excellent command of structured query language (SQL) and understanding of relational databases.
- Demonstrated experience in data analytics, data reporting, and/or data management.
- Knowledge of statistical software packages such as Stata, Statistical Analysis System (SAS), and/or Statistical Package for the Social Sciences (SPSS).
- Demonstrated experience as an analytical, process-oriented thinker and problem solver.
- Demonstrated experience gathering business requirements from business owners, program offices, and/or subject matter experts (SME's).
- Demonstrated experience designing and executing quality assurance tests.
- Proven ability to perform independent research, data collection, and analysis.
- Excellent written and spoken communication skills.
- Experience using project and code management tools such as Azure, Trello, Jira, Asana and Monday.com.
- Experience writing technical and user documentation, business requirements documents, standard operating procedures.
- Strong strategic thinking and project management skills, attention to detail, and ability to proactively identify key issues and risks.
- Highly proficient in Microsoft Office 365 applications including Excel, Word, OneDrive, SharePoint, Teams, Visio.
- Ability to work independently, and adapt quickly to changing priorities.
- Prior experience working in a fast-paced, complex working environment.
- Knowledge of Business Intelligence Reporting tools such as Microsoft Power BI, Tableau, and/or SAS.
- Prior experience working with teams using agile project management frameworks such as Kanban and Scrum.
- Experience working with data integrity and improving processes for increased data quality.
- Knowledge of best practices in data governance, analysis, and reporting.
- Working knowledge of the public sector and/or demonstrated interest in public education.
- Excellent interpersonal skills in working with technical and non-technical personnel.
Salary: $84,981 - $100,476
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
