This is an on-site work requirement performed predominantly working from the Office of Information Technology located at 9201 Basil Court, Largo, MD 20774 during core business hours of 8:00 a.m. – 6:00 p.m., Monday through Friday on a regular 40 hour per week schedule unless otherwise required by the Task Order (TO) Manager. The County reserves the right to alter individual work locations(s) and schedules
The Consultants shall be available to begin work on or before Wednesday, July 17, 2024, and report on site, at minimum, two (2) days per week. The Consultant is required to sign an agreement with the County’s OIT IT Service Provider Consultant Agreement concerning access to, and use of information systems and communication technology at the County. In addition, the Prime Contractor must demonstrate the Consultants have successfully passed all security requirements, as outlined in RFP WS299717236 at the time of award.
IT PROGRAM MANAGEMENT ANALYST SAMPLE RESPONSIBILITIES:
- Responsible for the daily program management activities associated with the C-Net Administration and Cable Television Administration.
- Evaluate current governance structures and identifies opportunities for programmatic efficiencies to assist in the strategic growth of each program.
- Conduct thorough business process reengineering initiatives, optimizing workflows, and enhancing cross-functional collaboration to streamline operations.
- Identify emerging trends, customer preferences, and market dynamics, facilitating data-driven decision-making for strategic planning.
- Collaborate with stakeholders to assess technological advancements and industry best practices to drive continuous improvement initiatives.
- Liaise with internal and external stakeholders to gather requirements, prioritize enhancements, and ensure alignment with organizational and programmatic objectives. Develop and maintain comprehensive documentation of business processes, system configurations, and ITP Consulting Tech Services for Prince George’s County (Information Technology Professional Consulting Technology Services) Prince George’s County Government • Develops performance metrics, benchmarks, and service level agreements (SLAs) for the cable provider’s managed services contract. Spearhead integration efforts between external cable providers work-order management systems and the County’s PGC311 systems, ensuring seamless data flow and operational synergy.
- Evaluate the availability and affordability of different services, offerings, and customer segments within the cable television service areas, identifying opportunities to enhance and improve products for overall customer satisfaction.
- Collaborate with Fiscal Management Team to develop and manage budgets for the programs, including forecasting revenue and expenses, and identifying areas for cost optimization and revenue growth/savings.
- Generate monthly financial analysis and perform annual audit to provide insight into the financial performance of the programs, including variance analysis against budgets and forecasts, to inform decision-making and strategic planning.
- Assess financial risks associated with the programs for regulatory compliance and develops strategies to mitigate the risks effectively.
- Collaborate with C-Net Technical Team to conducting cost-benefit analyses for proposed initiatives, investments, and projects within the C[1]Net program to assess the potential impact on financial performance and return on investment. (Example: videoconferencing, security scorecard, etc.)
IT PROGRAM MANAGEMENT ANALYST MINIMUM QUALIFICATIONS:
- Bachelor's degree or equivalent experience for a bachelor’s degree in management information systems, business administration, project / program management, organizational management, or a related field. Relevant certifications from International Institute of Business Analyst (IIBA), and/or (Program Management Institute (PMI), are highly desired.
- Experienced in program / project management principles and practices.
- Excellent communication skills with the ability to explain technical concepts to non-technical stakeholders.
- Strong analytical, problem-solving, decision-making skills, multitasking abilities, organizational and time-management skills.
- Minimum of five (5) or more years of proven high level administrative experience.
- Must have demonstrable good judgement and integrity.
- Ability to work independently, prioritize tasks, and manage multiple projects simultaneously.
The Task Order Proposal must include the following within three (3) pages or less, not including the Cover Page, Resume, Labor Cost, Forms submissions:
1. Statement of understanding TORFR requirements.
2. Response to information requested in Task Order Proposal Response Requirements.
3. Resume(s) following the Request for Resume format detailed in RFP WS299717236, with details on the type of skill set, experience, education, and professional certifications required of proposed contract staff. If any information is omitted or not verifiable in the Resume Format Outline, the submission is subject to be automatically deemed as non-responsive.
4. Time and Material Quote in Excel format, not to exceed, proposed labor rate in WS299717236 Volume III Labor Cost Proposal Price Schedule for this resource.
5. Evidence of insurance coverage to remain in force for the term of the Task Order Request for Resume and shall include Prince George’s County, Maryland as an additional insured for the exposures outlined in RFP WS299717236, including Miscellaneous Professional (Errors and Omissions) Liability Insurance. Cyber & Privacy Liability is not required for Staff Augmentation under this Task Order Request for Resume. 6. A signed Certification and Acknowledgement of Prince George’s County Supplier Participation Requirements along with supporting certification documents providing proof of certification.
7. A signed Sworn Affidavit of the Prime Contractor. 8. A completed Supplier Utilization Plan (Form No. 1). 9. All Task Order Proposals must reference the Task Order Request for Resume Proposal Request (“TORFR”) number above and be signed by an authorized representative of the Firm.
