The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management seeks a Director of Maintenance.
Salary: $102,000 - $110,000 annually.
Under general direction, directs and administers the activities and operations of the Maintenance Department. Ensures residents are provided with decent, safe and sanitary housing, while maintaining compliance with all relevant policies, procedures, laws and regulations required by Federal, State, Local and internal authorities; performs other related duties.
Essential Functions:
-Plans, directs and coordinates PHA maintenance activities, ensuring compliance with State and Federal regulatory requirements and code; provides advisory services as it pertains to the maintenance function; establishes policies and procedures for maintenance activities;
-Provides leadership to all maintenance managers, staff, and crews;
-Examines the effectiveness of all maintenance policies, procedures, and protocols, to ensure the most effective and cost-efficient utilization of resources;
-Develops, reviews and evaluates standards, routine systems, operations and special program activities for efficiency, cost-effectiveness, and compliance with policies, procedures, laws and regulations, and the Collective Bargaining Agreements (CBA);
-Provides interpretation of policy, regulation, and code to crews and other staff;
-Administers and controls budgets for the departmental equipment, services and supplies;
-Creates and implements cost saving strategies for staffing needs and reduction of overtime;
-Anticipates departmental or project needs, costs, and resources, and makes recommendations accordingly the Senior Executive Vice President of Housing Operations;
-Manages the work of subordinate staff to include: assigning, planning and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, and training, acting on employee problems, recommending and implementing discipline;
-Stays abreast of new trends and innovations in the field of Public Housing.
-Maintains absolute confidentiality of work-related issues and PHA information; AND
-Performs related duties and responsibilities as assigned.
Education, Training and Experience Guidelines:
Possession of a Bachelor’s degree with major course work in Engineering, Construction, Business, Operations Management, or a related field; AND seven (7) or more years maintenance management experience; OR an equivalent combination of education and experience.
Possession of a Master’s degree in Engineering, Construction, Business, Operations Management, or a related field is preferred.
Required Knowledge of:
Federal, State and local regulations and codes governing building maintenance and stewardship of the PHA’s resources and compliance activities.
Principles and practices of emergency and preventive maintenance and service delivery systems.
Maintenance planning and administration.
Security needs of public housing communities.
Principles and practices of management, organization and administration.
General office practices and equipment.
Required Skill in:
Overseeing and coordinating Conventional, Scattered Site and PAPMC maintenance activities, including experience appropriately handling union represented personnel and adherence with applicable collective bargaining agreements.
Maintaining and developing positive community relations and customer satisfaction results in public housing communities.
Ensuring compliance with regulations governing housing operations.
Operating a personal computer, utilizing standard and specialized software.
Ability to communicate effectively verbally and in writing.
Interacting with people of different social, economic, and ethnic backgrounds.
Establishing and maintaining effective working relationships with staff, PHA departments, employee groups, management, and the general public.
License and Certification Requirements:
A valid Commonwealth of Pennsylvania Class C Driver’s License.
Six Sigma certification, engineering or maintenance licensure, or similar preferred.
Physical Demands and Working Environment:
Work is performed in a standard office environment and at PHA sites and locations throughout the city of Philadelphia, which may expose the incumbent to varying weather conditions.
