Based in New York, BRAC USA is the North American affiliate of BRAC. BRAC USA provides comprehensive support to BRAC around the world by raising awareness about its work and mobilizing resources to underpin programs. BRAC USA works closely with international counterparts to design and implement cost-effective and evidence-based poverty innovations. It is an independent 501(c)(3) organization.
Reporting to the Chief Operating Officer, the Director of Finance plays a critical role, working with the senior leadership team as a strategic partner in managing BRAC USA and guiding its financial operations. The Director leads an outsourced finance team that supports the organization's overall financial management, office administration, and technology. The Director works across the global organization with other finance leaders in BRAC country operations and in Bangladesh and holds overall accountability for BRAC USA's financial health.
The annual operating budget for BRAC USA is approximately $5M per year, with oversight of a programming budget between $25M and $75M. This is an opportunity for a finance and operations leader who wants to contribute to a well-respected, high-impact global organization.
BRAC USA operates on a remote-first work model with offices in New York City and Washington, D.C. While this position is primarily remote, staff are expected to work in the office occasionally. If preferred, staff can work in the NYC or D.C. office on a regular basis.
Core Duties/Responsibilities
Financial Management
- Supervise and take ownership of all aspects of the organization's financial operations. Ensure integrity in financial reporting, budgeting and financial systems.
- Oversee and lead the annual budgeting, multi-year forecasting and planning process with Senior Leadership; administer and review all financial plans and budgets; proactively monitor progress and changes, providing senior leadership with regular updates on the organization's financial health.
- Prepare financial reports for internal management purposes and to present to the Board of Directors and the BRAC family of organizations.
- Oversee and ensure accuracy for the intercompany transfers and billing for services.
- Staff the Finance Committee and Audit Committee of the Board of Directors. Work closely with the Finance Committee to maintain investment portfolio (30+M) in accordance with the investment policy.
- Lead the annual audit process for both the organizational audit and the US Government single audit, which includes internal project management, managing the relationship with the auditors, preparation of the financial statements, including supporting schedules, and preparation of the IRS Form 990.
- Maintain the general ledger by reviewing transactions entered into the accounting system on an ongoing basis in accordance with generally accepted accounting principles.
- Prepare and/or review quarterly balance sheet reconciliation schedules.
- Maintain the organization's financial accounting policies and procedures in accordance with industry best practices.
- Support grant proposals and grants management for USAID, United States Department of State and private foundations by supporting the grant budgeting process, ensuring accurate accounting for grants and contracts, preparing periodic financial reports, and conducting or supporting monitoring visits and internal audits of donor funded projects. Active grant portfolio totals ~$70M.
- Provide strategic oversight to support growth for fundraising portfolios specifically as it relates to financial systems and procedures.
- Ensure that gifts are accurately processed and acknowledged.
- Manage the process for preparation of and completion of state agency registrations and filings.
- Manage other contractors and providers as needed
- Provide financial services to related BRAC entities in Bangladesh.
Office Administration
- Ensure accurate payroll processing and compliance with all regulatory requirements, maintaining meticulous attention to detail and adherence to best practices.
- Provide overall guidance, execution and oversight of consultant and vendor procurement and contract management, including necessary terms and conditions.
- Works closely with the Human Resources Director to manage the relationship with our outsourced Professional Employer Organization (PEO) and ensure seamless financial integration.
- Supports the management of group technology and technology improvements in conjunction with outsourced IT service providers.
- Oversee Cybersecurity policies and protocols, including training for staff.
- Oversee renewal of business insurance policies.
- Manage relationships with legal, banking, investment houses, and insurance service providers.
- Oversee the management of the organization's expense reporting system.
Organizational Management, Leadership and Team Building
- Serve as an effective leader of the organization, participate in the active management of the office, and contribute to a positive team and office environment. Offer guidance and mentorship to junior staff and peers.
- Model BRAC USA's values, offer clear direction to the finance and administration team, set well-defined expectations, and provide constructive feedback that contributes to growth.
Qualifications
Financial Expertise:
- Ability to manage the entire financial data lifecycle, ensuring accuracy and completeness.
- Ability to prepare financial reports and coordinate audits with strong attention to detail.
- Possesses a deep understanding of financial practices and procedures, donor compliance and state & federal regulations.
- Understanding of US Government regulations that impact financial policies, procedures, and programs.

Supervisory Responsibilities
This position has direct supervisory responsibility for several members of the outsourced finance team. It includes managing the overall relationship and ensuring that the outsourced finance team consistently and timely delivers on its scope.
Minimum Qualifications
A minimum of a Bachelor's degree in Finance, Accounting, or Business Administration; at least 10 years of overall professional experience in finance and operations management. Experience with a CPA firm and in non-profit management is desirable, though not required, as long as the candidate is eager to learn.
Experience in software platform conversion and management of complex financial systems.
Experience with Quickbooks, Google Suite, MS Office and Salesforce.
Experience managing direct reports.
Salary and Benefits
The annual salary range for this position is $125,000-$155,000. The actual salary will be determined by factors such as a candidate's qualifications, experience, internal equity, external market analysis, and other business factors permitted by law.
