Position Summary: The Office of Community Supports and Wellness oversees the Office of Students in Temporary Housing and Foster Care which is charged with prioritizing and ensuring the academic success for New York City’s students in foster care. The Data Manager and Analytical Support Specialist (Data Manager) will manage the development and deployment of innovative data tools to support New York City Public Schools (NYCPS) central and field staff with better meeting the needs of students and families impacted by foster care placement. The Data Manager will also provide technical assistance and support to Superintendent teams and districts to ensure effective service coordination and proper leveraging of data-based decision making to drive improvements in student outcomes for this socially vulnerable student population. The Data Manager will implement sound data management practices and to serve as the office point for executing data sharing agreements with other city agencies. Additional duties include monitoring trends, generating reports, and developing presentations for senior leadership to use to report and track progress in case management for students in foster care placements. The Data Manager supports the Director of Clinical Supports and Foster Care in all related areas of child welfare and foster care. Performs related work.

Key Relationships: Works closely with the Office of Community Supports and Wellness (OCSW), the Foster Care Education Office, the Division of School Leadership (DSL), the Office of Safety and Prevention Partnerships (OSPP) including the Citywide Coordinator of Child Abuse & Maltreatment Prevention, the Division of the First Deputy Chancellor, the Division of Instructional and Information Technology, the Research and Policy Support Group, the Office of Data Management and other city agencies including Department of Social Services (DSS), Department of Youth and Community Development (DYCD), and Administration for Children’s Services (ACS). Works with key external stakeholders, including New Visions for Public Schools, nonprofit/community-based organizations, think tanks, and universities.
Responsibilities
- Manages the development and implementation of new and existing data tools to support the use of attendance and academic data in driving improvements for students in foster care.
- Makes recommendations to address students in foster care data collection and processing inefficiencies.
- Analyzes data across multiple areas in order to better understand school and community needs and trends.
- Project manages the creation of new information management systems, such as the implementation of a new online case management system, intake workflow, or similar resources, enabling outreach and engagement tracking with students and families.
- Reports on progress against key metrics and data trends for foster care youth.
- Develops data guides on various NYCPS applications and dashboards.
- Leads data coordination efforts with other NYCPS offices, city agencies, and contracted providers.
- Engages in ongoing strategic planning with office leadership with a specific focus on leveraging improved data analytics to advance a cohesive vision and related set of workstreams connected to supporting students in foster care.
- Prepares daily, weekly, and monthly foster care reports for the Director, Senior Foster Care Manager, and ACS.
- Supports the creation of data reports as requested and authorized for the Communications Office of Intergovernmental Affairs.
- Coordinates and prepares for the sharing of foster care student data to ACS as per MOU.
- Coordinates sharing within the NYCPS as required for annual reports.
- Oversees the creation of new management information systems, intake workflow, or similar resources, enabling outreach and engagement tracking with schools and agencies.
- Implements data sharing agreements between the NYCPS, other city agencies (i.e., ACS, Foster Care agencies) and contracted providers of relevant information that can be shared securely.
- Creates and conducts training on relevant data systems as well as analysis of data trends and its multi-tiered use.
- Monitors trends in research on students in foster care and reports regularly on new findings for senior leadership review and consideration.
- Supports the creation of training and online modules on using data and information for continuous improvement in support of students in foster care or awaiting a foster care placement.
- Manages the development and implementation of new and existing data tools to monitor reports to the State Central Registry (SCR) and their outcomes as it relates to the foster care workflow.
- Supports systemizing and creating efficient automated flow for SCR data from ACS to and from NYCPS source systems.
- Coordinates and prepares for the receipt of foster care and SCR data as per MOU; match ACS data with NYCPS student data.
Qualification Requirements:
Minimum
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
Preferred
- Knowledge of NYCPS policies, procedures, and Chancellor's Regulations.
- Familiarity and proficiency in the use and application of NYCPS data systems including OORS, SOHO, ATS and STARS, etc.
- Experience in managing databases and data collection analysis as well as interpreting data and reporting results.
- Familiarity with Power BI, Crystal Reports, SPSS, Stata, and SQL.
- Knowledge of the diverse needs of the student population in the area of attendance.
- Passion for critically thinking about education reform and initiatives for struggling schools and high-needs student populations.
- Knowledge regarding the delivery of student support services.
- Ability to work collaboratively with stakeholders from various backgrounds.
- Capable of troubleshooting, problem-solving, and providing high-quality work within a fast-paced institution.
- Ability to think strategically to mobilize disparate groups of people toward a common and ambitious goal and translate insights into action.
- Attentive to detail with ability to work under pressure, multitask, take initiative, and prioritize workload.
- Excellent computer skills, with demonstrated experience using Microsoft Office applications, e.g., Word, Excel, Outlook, and PowerPoint.
Salary: $92,301 - $106,146
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
