The Queens County District Attorney's Office (QDA) is seeking a Director of Quality Assurance and Business Analysis, who will report to the Chief Information Officer (CIO). The Director of Quality Assurance and Business Analysis will ensure exceptional business analysis and quality assurance practices to provide end users with the most efficient, user friendly applications and services possible.
The Director of Quality Assurance and Business Analysis will perform the following job functions, including, but not limited to:
- Direct a Quality Assurance and Business Analyst team that tests software against the business success criteria to ensure every project meets its business requirements.
- Manage activities with regards to the design, development, and delivery of software solutions and work with IT directors to implement agile work plans and evaluate the work performance of the units.
- Communicate and coordinate with senior management to achieve agency objectives.
- Prioritize major initiatives and project efforts to fulfill objectives.
- Establish control for the measurement of systems development activities and provide the status of assigned projects at user review meetings.
- Coordinate and upgrade existing applications to new, cutting-edge information technology that will improve agency productivity by eliminating labor intensive processes and streamlining existing information systems.
- Meet regularly with key stakeholders to review the status of projects and discuss project strategies and issues.
- Establish an enterprise test automation framework to leverage reusable testing code, maximize automation, and improve efficiency.
- Ensure that defects are caught, resolved, and retested to reduce defects and technical debt.
- Liaise with the application development and support team to gain and maintain awareness of their quality assurance and automated testing needs, as well as to strengthen their ongoing compliance with best practices.
- Participate in user story and/or requirements review sessions (functional and technical) to ensure that there are no gaps around use cases, happy paths, alternate paths, user-error, and system-error workflows.
- Contribute quality assurance expertise to the Application Life-cycle Management (ALM) system to ensure that testing and quality are built into the Software Development Life Cycle (SDLC) process.
- Lead the development, implementation, governance, and socialization of testing tools, templates, plans, policies, and metrics to ensure a consistent approach to quality assurance.
- Ensure that all projects are unit and regression tested, prior to turnover to the business for user acceptance testing (UAT).
- Generating weekly status reports for measuring and monitoring software quality metrics for projects.
Preferred Education and Qualification Requirements:
1. A baccalaureate degree from an accredited college in computer science, engineering or a related field and four years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
2. A baccalaureate degree from an accredited college and eight years of satisfactory full-time experience related to datacenter engineering and operations, cloud engineering and operations, complex IT infrastructure engineering; or,
3. Education and/or experience which is equivalent to "1" or “2” above.
Must have excellent communication skills and experience in handling confidential information.
For current New York City employees, a permanent computer-related civil service title is preferred but not required.

Salary Range: $160,000 - $170,000 (Commensurate with experience)
