Under the general direction of the Office Chief the incumbent is responsible for the leadership of a multi-disciplinary team of environmental personnel including but not limited to biological, NPDES coordinators, mitigation and construction staff. This position includes hiring, staff development and performance reviews. As the Branch Chief, the incumbent is responsible for the accuracy and quality of a broad range of technical documents and permits being prepared in their branch. The incumbent shall lead, with minimal supervision, data analysis, document preparation through scientific methods and principles. The incumbent supervises the NPDES (National Pollutant Discharge Elimination System) Unit which prepare Storm Water Data Reports. The supervisor oversees proper selection, application, design, and incorporation of Treatment, Design Pollution Prevention, and Minimum Critical Construction Site BMPs and also coordinates cross-divisional storm water quality functions. As delegated by the District Director, serves as the principle point of contact for regulatory inquiries, orders, and directives regarding the implementation of the Permit and Storm Water Management Plan (SWMP). The incumbent shall also lead State and Local California Coastal Act permit coordination, assist and/or obtain Coastal Development Permits, waivers, exclusions and represent the District at coordination meetings and public hearings with coastal permitting agencies while closely managing the status of permits and complex mitigation packages. The incumbent also leads the Environmental Construction Liaison unit. This unit provides consultation recommendations; gathers and compiles data from multi-disciplinary environmental branches; identifies and analyzes the environmental impacts of ongoing construction work sites on environmental resources and formulates, calculates and quantifies measures to mitigate biological, cultural, and community and land use impacts during construction. The Senior Environmental Scientist works to coordinate management level interaction with local and regional agencies, federal and state resource agencies, elected officials, project stakeholders and the general public on matters pertaining to project development and compliance with environmental laws, regulations and policies.

Working Conditions
Position is located in San Luis Obispo, San Luis Obispo County.
While at your base of operation, incumbent will work in a climate-controlled office with artificial lighting. The office environment requires conduct appropriate for a small office setting with modular office cubicles. Awareness and consideration of other office employees is essential. The employee may have to occasionally travel for meetings to offices and field locations in a variety of climatic, topographic, and geographical conditions, within District 5, and occasionally outside of the District as well.
Eligibility for hire may be determined by your score on the Senior Environmental Secientist (Supervisory) exam. For those who do not have current eligibility (e.g., transfer, permissive reinstatement, or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
