Job Summary:
The Process Safety Management / Environmental, Health, & Safety Specialist (PSM / EH&S Specialist) will provide coordination of PSM and EH&S efforts at CleanJoule locations. This includes but not limited to, maintaining the organization of all process safety related information, assist in training production, maintenance, and support personnel in process safety and ensuring that all the elements of the PSM program are kept up to date, accurate and available for operational needs and auditing. This position will have additional responsibilities implementing and supporting EH&S initiatives.
Will ensure compliance with the following state and federal statues as applicable to company operations and facilities; Clean Air Act (CAA), Clean Water ACT (CWA), Department of Transportation (DOT), Environmental Protection Agency (EPA), Occupational Health & Safety Act (OSHA), Respirator Fit-Testing Certification, 40 Hours HAZWOPER Certification, and Certified Hazardous Materials Manager Certification.
Position Summary:
· Develop a safety minded culture with a mind-set focused on prevention.
· Provide overall coordination of day-to-day activities related to implementation of PSM Programs.
· Continuously maintain all PSM data and required records to ensure that information is accurate and current.
· Manage and maintain all file system records, both electronically and hard copies, for all applicable PSM Program elements, including preventive maintenance (PM) records, management of change (MOC) records, incident investigation records, employee participation records, training records, and all other records generated from any PSM Program.
· Maintain audit ready PSM program, data, and records at all times through periodic internal self-audits.
· Review operating procedures for PSM covered processes to ensure they are accurate and up to date.
· Schedule and participate in all periodic PSM meetings. These meetings will include a review of all open action items, PSM training, MOC project updates, review of incident reports, and other pertinent information and training.
· Coordinate the Management of Change / Pre-Start-up Safety Review (MOC/PSSR) consistent with CleanJoule’s and regulatory requirements.
· Participate in three-year compliance audits and five-year Process Hazard Analysis (PHA). Coordinate third-party and/or internal five-year mechanical integrity inspections. Maintain all open recommendations from audits, reviews, analysis, and inspections in the appropriate tracking systems.
· Participate in incident investigations and root cause analyses when required.
· Develop and assist as needed with inspection, test, and preventative maintenance plans and equipment reliability for CleanJoule locations.
· Maintain and complete all training documentation in a timely manner.
· Constantly evaluate and communicate CleanJoule PSM training plan with employees and other stakeholders.
· Supports the launch of all activities needed to implement and maintain PSM compliance.
· Maintain current knowledge of CleanJoule’s / government PSM related rules and regulations.
· Manage all safety, health, and environmental responsibilities for CleanJoule.
· Develop, update, and train staff on EH&S related Standard Operating Procedures.
· Coordinate EH&S to ensure EH&S standard work is implemented, and layered audits are conducted based on CleanJoule’s business operating system.
· Coordinate new hire safety orientation training, contractor training, and all annual refresher training as required.
· Facilitate safety training for forklifts and scissor lifts.
· Maintain incident and worker’s compensation documentation and recordkeeping.
Key Competencies and Success Factors:
· Results oriented, manufacturing process background with extensive PSM & EH&S experience.
· One or more safety-related professional certifications (i.e. Certified Process Safety Professional (CPSP), Certified Safety Professional (CSP)).
· Solid experience in environmental, health, and safety regulations (PSM focus).
· Demonstrated experience in the integration of EH&S into the manufacturing process preferred.
· Proven ability to interact effectively with all levels of personnel, contractors, and stakeholders.
· Significant experience with chemicals and chemical processes is a must.
· Experience and / or knowledge of handling flammable chemicals.
· Subject matter expert in PSM and EH&S programs.
· Computer and analytical skills, high motivation, and passion for EH&S excellence.
Minimum Experience and Skills Required:
Education and Experience
· Bachelor’s degree from an accredited college or university with a major in Occupational Safety or closely related field, with three (3) years of direct experience implementing PSM Programs and EH&S programs.
· Preference will be given to applicants with one or more safety-related professional certifications (i.e. CPSP, CSP).
· Proven skills within implementation of PSM programs and procedures required.
· Comprehensive knowledge of the OSHA PSM regulations required.
· Have excellent organization, learning and teaching skills required to work in teams.
· Proficiently communicate and understand (read and write) scientific / regulatory based work.
· Strong focus on safety and a desire towards continuous improvement and risk mitigation.
· Proficiency in Microsoft Office – Word, Excel, PowerPoint, Outlook, etc.
· Must have excellent presentation skills, strong documentation, technical writing skills, and be able to apply relevant scientific principles and practices.
· Must be able to communicate both technical and non-technical information clearly and concisely across all levels of the organization.
· Able to partner, facilitate, and collaborate with employees and managers across the organization.
· Must be initiative-taking.

Physical Demands:
Frequent lifting and moving of items up to 50 pounds, bending, reaching above shoulder level, climbing stairs, pulling, prolonged standing or sitting may be required.
