Artificial Intelligence Policy Framework – Healthcare Consultant
THE OPPORTUNITY
Total Systems Solutions Consulting Inc. https://totalsystems.ca is seeking a Artificial Intelligence Policy Framework Consultant to work for our public sector client at The Ministry of Health in the Province of British Columbia. This is a remote full-time role with availability Monday to Friday from 8:00am to 5:00pm in the Pacific Time Zone.
Consultant candidates are expected to start ASAP and the contract length is 2 years 8 months and may be required to attend in-person meetings in Victoria, BC.
Project Context
The Ministry of Health (Ministry) in BC has overall responsibility for ensuring that quality, appropriate, cost effective and timely health services are available for all British Columbians. Within the Ministry, the Strategic Innovation division (SID) provides system-level direction and supports health research across B.C. SID’s Health System Transformation Branch is leading policy work to support AI growth and implementation across B.C.’s health system, coordinating within the Ministry, with health system partners, and other provincial government leads including the Office of the Chief Information Officer. SID’s Health System Transformation branch will administer the Contract and support the Contractor on this project.
Several ministries and program areas are involved in AI inquiry, application, and guidance across the Provincial government. The Office of the Chief Information Officer has developed draft guiding principles for the development of a policy framework for responsible use of AI within government.
The Ministry of Health’s Health Workforce Planning, Nursing & Allied Health Division is responsible for achieving B.C.’s Health Human Resources Strategy. Action 29 of the Health Human Resources Strategy calls for the development of a strategy to guide AI implementation.
SID has been identified to lead policy work on AI in the health system, including the development of a policy framework to guide the health system and an eventual AI strategy. To accomplish this work in a timely manner, SID is seeking a consultant with the subject matter expertise, policy experience, and capacity to develop this policy framework in alignment with provincial and federal guidance, and to support its implementation across the health system.
In the interest of supporting this work, SID has explored international policy, research, and best practices for AI within a health context. The Contractor will be supplied with jurisdictional scans and other research that SID has conducted.
Scope of Project
The Contractor’s responsibilities will include the following:
- Support the successful implementation of this policy framework
- Produce comprehensive training materials and implementation resources
- Engage with health system partners and seek external advice from experts in the field throughout the project as appropriate.
Consultant Qualifications
- Working with government and/or the health sector.
- Working in artificial intelligence, machine learning, and Internet/software development.
- Developing policy frameworks and/or quality
- management systems and supporting organizations through change.

Pay: Up to $70.00 per hour
