DEFINITION:
Under general direction by the Director of Fiscal Services performs responsible and complex accounting work in preparation, processing, and distribution of the District payroll for certificated, classified, and hourly employees. Includes developing, processing, and maintaining financial records of payroll benefits including dental, vision, medical, life insurance, and Sec. 125 health and welfare benefits. Will attend confidential meetings or conduct research involving strategies for negotiations and employee grievances. Performs other related duties as assigned by supervisor.

Essential Duties:
- Organize, supervise, and maintain payroll and/or benefit records for classified and certificated employees
- Maintain and update employee records showing personal data, site locations, individual earnings, various deductions, insurance coverage, tax sheltered annuities, 457 plans, and various financial institutions transactions
- Prepare employment and change status forms
- Maintain records of deductions for report purposes
- Verify salary and set up new employees in data system with salary, W-4 information, absence tracking, and increments
- Compute and enter new salaries each year
- Compute payroll for hourly and daily employees
- Prepare cost assessment for confidential negotiations options and strategies as directed, including but not limited to alternative salary schedules and range placements
- Process and verify time sheets
- Compute gross salary, longevity pay, step increases, overtime earnings, and retirement
- Review, extend, balance, code, summarize, and compile fiscal data for monthly and variable payrolls and other financial reports
- Process payroll deductions for union dues, credit unions and other financial institutions, garnishments, STRS and PERS retirement systems, medical benefits, and direct deposits
- Reconcile computerized payroll output with payroll records

- Research and compile information and prepare accurate and concise reports including reports for
- STRS and PERS retirement programs
- Work with County Office of Education personnel to coordinate changes in procedures and to alleviate problems
- Process manual warrants, prepare warrants for distribution to employees
- Maintain records of individual earnings, deductions, sick leave, vacations, and overtime
- Provides employment verification for current and past employees to financial institutions, government agencies, and prospective employers
- Maintains compliance with State and Federal accounting standards
- Analyzes payroll control procedures and recommends changes or modifications consistent with existing State and Federal reporting standards, policies and procedures
- Develops and maintains a payroll training program designated to assist others in the district to understand the functioning and responsibilities of the Payroll Department
- Maintains an atmosphere of excellent customer service within the Payroll Department
- Posts, assembles, tabulates, and compares financial data utilizing data based computer programs and spreadsheets
- Keeps various financial or statistical records requiring the use of independent judgment.
- Compares, schedules, indexes, and files vouchers, warrants, and other records
- Operates computers and standard office machines including typewriter and calculator.
- Provides information to District employees, the public, and other government agencies
- Interprets and provides information, verbally and in writing, regarding district policies and programs
- Confers with appropriate public and private program representatives
Other Related Duties:
- Attends meetings related to assignment
- Participates in available training to meet new safety and/or technology standards
- Performs other related duties as may be assigned by the supervisor
PHYSICAL EFFORT AND WORK ENVIRONMENT:
- Physical, mental, and emotional stamina to perform the duties and responsibilities of the position
- Mental acuity to collect and interpret data, evaluate, reason, define problems, establish facts, draw valid conclusions, make valid judgments and decisions
- Manual dexterity sufficient to write, use the telephone, computer, calculator, and office machines at required speed and accuracy
- Vision sufficient to read handwritten and printed materials, and the display screen of various office equipment and machines
- Hearing sufficient to communicate in person and hold telephone conversations in normal range (approximately 60 decibels)
- Speaking ability in an understandable voice with sufficient volume to be heard in normal conversational distances on the telephone and addressing groups
- Physical agility to sit, stand, kneel, walk, push/pull, squat, twist, turn, bend, stoop, and to reach overhead
- Physical stamina sufficient to sustain light physical labor for up to 8 hours, sit and/or walk for prolonged periods of time
- Physical mobility sufficient to move about the work environment (office, district, school site to site) for sustained periods of time on hard flooring, climb slopes, stairs, ramps, and to respond to emergency situations
- Physical strength sufficient to periodically lift and/or carry 25 pounds of materials or supplies; occasionally lift 40 or more pounds with assistance
- Occasionally push and/or pull a variety of tools, equipment, or objects weighing 40 or more pounds with assistance

REQUIRED QUALIFICATIONS:
Education:
- A high school diploma or GED equivalency sufficient to assure the ability to read and write English
- and to perform mathematical calculations at the level required for successful job performance PLUS any combination of education and experience equivalent to two (2) years college education in business administration, accounting, payroll, or a closely-related discipline (degree not required) and four (4) years’ experience in accounting, public financial management or closely-related field OR
- Bachelor’s college degree in business administration, accounting, or a closely-related discipline and minimum of two (2) years’ experience in accounting, public financial management, payroll, or closely- related field
Experience:
- Combination of training and experience equivalent to 4 years of progressively responsible experience in an accounting, payroll, finance, or closely related field which has provided the applicant with the required knowledge and abilities to successfully perform job duties
- Training in keyboarding, personal computer literacy, and general clerical operations
- Experience, understanding, and maintaining cooperative and effective relationships with persons of culturally and linguistically diverse backgrounds
- Modern office methods, procedures, and equipment, record keeping systems, and telephone techniques
Licenses and Certificates:
- Possession of a valid Class C California driver’s license (as appropriate to the assignment)
Knowledge of:
- Laws, ordinances, and regulations affecting the operations of payroll and/or accounting principles and practices and their applications to a wide variety of transactions and problems
- Audit theory, principles, techniques, and practices and their applications to government finance
- Source documents and data entry verification
- Principles, procedures, methods, practices, and terminology used in payroll and financial record keeping and reporting
- Working knowledge and application of Generally Accepted Accounting Principles (GAAP)
- Basic English usage, spelling, grammar, punctuation, and report and/or letter writing
- Technology and computer software applications relative to record keeping and other office functions
- Modern standard office equipment, including the use of a personal computer
Ability to:
- Learn the District payroll and retirement system procedures and terminology including coding used for payroll information
- Clearly explain a wide variety of complex procedures and policies to individuals who have minimal knowledge of pay and personnel related processes and procedures
- Maintain confidentiality of employee information
- Prioritize ongoing and new projects, as well as conduct research and gather information
- Understand and carry out assigned work with minimal supervision
- Make mathematical calculations with speed and accuracy
