We’re currently seeking a highly motivated Public Works Project Manager located in Portland, OR.
Required Education:
- Four-year degree with a major in construction management, engineering, landscape architecture, law, public administration, or a related field.

In order to become a candidate, you must possess the following skills and abilities.
- 5-10 years of progressively responsible experience in project management related to engineering design and construction projects.
- Knowledge of design/construction project management principles, processes, systems, and techniques, including permitting, scheduling, cost estimating and procurement.
- Provide leadership on complex construction projects (preferably public infrastructure), including planning, organizing, reviewing, and/or evaluating the work of professional, technical, and/or administrative staff; interpreting and applying complex rules, regulations, codes and/or ordinances as they relate to public works infrastructure or similar construction projects; exercising sound independent judgment and initiative within established guidelines such as evaluating alternate project approaches and adopting effective solutions.
- Demonstrate ability to establish and maintain effective working relationships with a diverse workforce, matrixed project teams, the public, staff from other bureaus and agencies, and management-level decision makers.
- Experience and skill in dealing with sensitive issues/objectives and demonstrated sound judgment in making independent decisions and elevating issues through senior management as needed.
- Excellent in communication, team leadership, and managing conflict.
Responsibilities:
- Manage or assist in the management of capital construction projects from one or more of BES’s project types (wastewater treatment facilities, pump stations, collection system improvements, watershed restoration, etc.).
- Form and lead multidisciplinary project teams comprised of design engineers, construction managers, and other professional and technical staff.
- Work closely with staff from across BES who are subject matter experts or stakeholders in the project, including planning and operational workgroups, communications and public involvement staff and other technical staff. Coordinate or consult with project stakeholders from other agencies, City bureaus, organizations, and the public.
- Develop and monitor project scopes, workplans, schedules and budgets; ensure compliance with BES project management procedures, federal, state, and local laws, codes, and regulations.
- Coordinate staff and contractor/consultant resources and monitor, manage and report on project progress and issues. Collaborate with professional and technical staff from other workgroups and agencies on multi-objective and/or multi-agency projects.
- Lead or support procurement processes for design and construction contractors, including developing solicitations, and contract documents.
- Oversee contracts or task orders with consultants/contractors; conduct regular site visits; process payments; accept deliverables; monitor compliance.
