DESCRIPTION
The purpose of this position is to perform a variety of tasks of a limited police nature in support of public safety activities in a zone or bureau of the Police Department that includes handling the response to, investigation/enforcement, photo enforcement, and documentation of calls for service not requiring the presence of a sworn officer with the powers of arrest. To participate in and provide support and assistance to special crime prevention and neighborhood outreach efforts; to work with the community on mutual problems and concerns and improve quality of life for the community. This position also may be assigned to specialized investigative units in the furtherance of supporting investigative efforts.
Duties include but are not limited to:
- Responds courteously to community member inquiries with professionalism and compassion.
- Appropriately notifies an assigned supervisor of issues of larger complexity.
- Responds to general public service calls including animal complaints, illegally parked vehicle(s), delayed criminal reports where the suspect is unknown or not on scene, vehicle collisions, photo enforcement violations, motor hazards, property crimes, found property, and related incidents. May generate self-initiated activity looking for unreported hazards when not otherwise obligated with calls for service.
- Serves as an Investigator conducting criminal investigations involving a variety of crimes that are delayed in reporting and/or have been previously reported. Information-gathering may occur in person or over the phone, as well as through the Online Reporting system. Helps secure the scene of a crime or vehicle collision; gather information through interviews; properly collect, document, and package evidence, and prepare detailed, accurate, and correct written reports. If a civil traffic collision investigation, photo enforcement, or parking enforcement results in a determination of fault, enforcement of civil citations may be generated and issued.
- Notifies crime scene specialists for technical evidence collection and may assist with necessary form completion through the BATF (Bureau of Alcohol, Tobacco and Firearms) or NIBIN (National Integrated Ballistic Information Network).
- Appears in court to present evidence and testify on behalf of the state.
- Submits information for input or queries the National Crime Information Center (NCIC) System, ACJIS (Arizona Criminal Justice Information System), AZMVD (Arizona Department of Motor Vehicles), and local database systems in order to assist with the furtherance of investigations and identify offenders. Maintains confidentiality of the information received.
- Distinguishes criminal from civil matters using State Statutes and City Ordinances.
- Maintains effective working relationships with other City employees, supervisory personnel, law enforcement, state and local elected officials and the public.
- Maintains files, data and other information and conducts basic research and analysis on special projects.
- Assignment to specialized investigative units may require investigative case management of cases of varying complexity from inception/assignment through potential delivery and filing of charges for prosecutorial review to a proper case resolution/closure. This may also include limited suspect interviews via telephone or in a secured, controlled setting alongside an officer.
- Notifies original case officer when important follow-up information is reported, creating supplemental reports if needed.
- Advises community members of arrest and booking of a suspect.
- Conducts follow-up with community members and/or insurance companies with recovered property information.
- Knowledge of and refers community members to appropriate community service agencies or other resources; including those in need of homeless outreach; provides information regarding department policies and procedures, federal and state laws and criminal codes.
- May assist with limited pat-down searches of restrained non-combative arrestees of the same gender while in the immediate presence of police officers in a controlled environment.
- Assignment may require wearing a non-police uniform, vest and body-worn camera while operating a City of Tempe vehicle. Assignment within investigative units may require professional dress and use of a body-worn camera and other recording devices to accurately capture investigative details.
- Attending special events on behalf of the Police Department and City to share crime prevention tips, provide resources, and engage with the community.
- Attending training opportunities, some of which may require occasional limited travel. May be assigned to coordinate ongoing training with other Community Responders with a supplemental pay increase for that effort.
- Assigned duties may require time spent on standby, as well as after-hours callouts and holdovers from regular shift, with overtime pay/compensation as per policy and law.
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
Work Experience:
One (1) year of public contact or customer assistance experience.
Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education:
High school diploma, GED, or equivalency. An associate degree from an accredited college or university is preferred.
The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal time increments for college-level education, for example: one year of additional directly related work experience will substitute for one year of college education (30 credit hours).
Certifications, Licenses, and/or Registrations:
- Possession of a valid driver’s license.
- Possession of or required to obtain within six (6) months of hire, an Arizona Terminal Operator Certification Level B.

Candidates will remain on an eligibility list for up to six (6) months from the date of application. Eligibility list can be extended beyond six (6) months with HR approval.
