The Port of Olympia operates with 49 FTEs across multiple departments and four business units which include: Marine TerminalAirportSwantown Marina and BoatworksReal EstateLearn more about who we are at: portolympia.com The Position The Harbor Senior Manager is a dynamic leadership role that oversees the comprehensive operations of the Harbor and Maintenance Department, including Swantown Marina, Swantown Boatworks, and the Fuel Dock.The Senior Manager will provide strategic leadership, ensuring efficient management of marina staff, budgets, and infrastructure. Their responsibilities will include leading a dedicated team of professionals to drive business performance, meet operating margin goals, develop business plans and budgets, and promote the Port’s competitive status and profitability. They will navigate complex legal requirements and foster positive relationships with regulatory bodies and interlocal agencies. It will include planning events, engaging with the community, and coordinating with stakeholders to promote harbor facilities and support the local maritime community. The manager will ensure environmental stewardship and regulatory compliance are prioritized in all operations and may act on behalf of the Executive Director in the management, operation, and maintenance of all recreational boating facilities on port property.The incumbent in this position must possess excellent leadership, communication, and problem-solving skills, and a commitment to safety, sustainability, and community involvement. With a keen sense of marina and boatworks business operations, they will focus on increasing revenues, controlling costs, improving bottom-line performance, and implement long-term Harbor business plans to maintain the Harbor's public assets in perpetuity.
EXAMPLE OF DUTIES
Essential Duties and Responsibilities if this position include, but are not limited to the following: Leadership and Direction: Provide leadership and direction for the Harbor business lines, ensuring alignment with the Port's overall goals and objectives.Manage a team of staff and provide guidance to foster a collaborative culture within the Harbor division. Provide pathways for department and staff training for employee development and career advancement.Set high standards for community engagement, customer service, and hospitality within the Harbor division, fostering positive relationships with stakeholders and the public.Collaborate effectively with interlocal agencies and stakeholders to identify opportunities for partnership and alignment of goals.Coordinate with the Communications and Marketing team to plan events promoting harbor facilities and community engagement and develop effective marketing for all Harbor business lines.Business Performance Management: Develop and manage departmental budgets for the Marina, Boatworks, Fuel Dock, and Maintenance departments, incorporating expenditure tracking, forecasting, and key performance indicators, ensuring profitable operation and business management.Monitor budget compliance and make corrections, as necessary, to achieve the overall financial goals of the Port. Conduct a comprehensive analysis of market moorage rates, infrastructure costs, asset maintenance management, operational expenses, and financial objectives to inform annual budget planning.Drive long-term business planning and development strategies to enhance revenue generation and ensure sustainable growth of all Harbor business lines.Oversee the maintenance department to address property maintenance needs and all Harbor business line needs.Regulatory Compliance and Operational Efficiency: Ensure strict adherence to federal, local, and RCW regulations governing marina and boatyard operations, implementing necessary protocols and procedures.Oversee compliance with the Boatyard General Permit and maintain regulatory requirements.Track and perform all required annual inspections and coordinate with regulatory agencies for required reporting. Ensure compliance with labor, safety, and environmental regulations, including developing specific departmental safety training.Identify operational risks and develop cost-effective mitigation strategies to safeguard Harbor operations and assets.Facility Maintenance, Development, and Planning: Oversee the maintenance and upkeep of Harbor facilities, conducting engineering assessments for aging infrastructure to identify maintenance needs and plan for future development.Define future Capital Infrastructure needs and outline yearly operating and maintenance plans.Lead the drafting of scopes of work for business contracts and coordinate the RFQ and RFP process for development projects and outside professional services.Present comprehensive reports to the commission on operational performance, financial sustainability, and the long-term infrastructure and development needs essential for maintaining solvency and advancing the Port's mission.Emergency Response and Safety: Implement comprehensive emergency response protocols for the Harbor division, ensuring readiness to address a range of potential scenarios.Coordinate closely with regulatory bodies and other agencies to maintain compliance with safety, security, and environmental regulations.Provide leadership during marine-related emergencies and spill response, coordinating response efforts and assisting other agencies and the public as needed.Special Projects and Administration: Lead and coordinate special projects, as assigned, demonstrating flexibility and adaptability in addressing evolving priorities.Regularly attend and actively participate in meetings of the Port Commission, providing updates and insights as necessary.
