RESPONSIBILITIES:
- Supervise and assist Program Managers/Supervisors in administrative and operational activities.
- Assist the Clinical Operations Director in the implementation of new programs and services (manages assigned programs).
- Assist in the development, implementation and monitoring of agency goals and standards which includes integration of Mental Health and Substance Abuse services.
- Initiate and or assist QA Matrix – Oversight / Training.
- Maintain/monitor the integration of services within the organization.
- Monitor and ensure that the various programs maintain the CARF regulatory standards and Licensure of State, City and Federal Government and recommend action plans for correction when appropriate.
- Maintain standards of Quality of the Programs using evidence models and measure outcomes performance.
- Diversification of Participant Payor Mix, government, third party payor (insurance) and first payors.
- Operationalize contractual obligations with guidance from Clinical Operations Director.
- Plan and work with Program Managers/Supervisors to establish and implement policies and procedures for the agency’s programs and services. Acts as backup to Program Managers/Supervisors.
- Ensures and reviews that monthly program census are accurate, meet projections and are submitted on a timely manner.
- Conduct regularly scheduled Managers/Supervisors meetings. Schedule regular meetings with Clinical Operations Director.
- Conduct Program Managers/Supervisors annual performance appraisals; make and implement recommendations when hiring, promoting, disciplining, and/or terminating employees.
- Attend and participates in Executive Team meetings, and in strategic and annual planning activities of the agency.
- Represents HAS in all levels with external authorities and the community as required.
- Maintain knowledge of current trends and developments in the field to enhance professional expertise by reading appropriate journals, books, and other professional literature; and attending conferences, seminars, etc.
- Participate in agency fund-raising efforts and assist with identifying donors.
- Direct all activities related to staffing including hiring, training, development and evaluation of staff. Assigns tasks; prioritizes and coordinates work.
- Be able to develop new program plans – and initiate as directed.
- Grant monitoring as required.
- Monitors and adheres to budget. Approves and monitors expenditures, payroll, purchases and other actions to ensure compliance with budget guidelines.
- Perform any other related duties as requested by the Clinical Operations Director.
QUALIFICATIONS:
- Must have a Master’s in Human Services/Social Sciences degree from a regionally accredited educational institution which has U.S. Department of Education approval. Social Work Degree is preferred.
- Must have a minimum of five (5) years clinical experience and five (5) years of management experience in the substance abuse field.
- Must have an active and good standing LCPC or LCSW.
- Must have a thorough knowledge of behavioral health field, as well as the etiology, epidemiology, treatment and prevention of behavioral issues.
- Must be familiar with DHS regulations, 2060 & 2090, DSM-V, ASAM-PPC IIR placement criteria, Managed Care and CARF Standards. DMH rules 132 and 140 to section D.
- Must have a thorough knowledge of Cognitive Behavioral Therapy (CBT) model, MI-Motivational Interviewing, Stages of Screening Brief Intervention and Referral for Treatment (SBIRT).
- Must have knowledge of proposal writing to increase revenue within the programs.
- Excellent supervisory skills (i.e., team building and coaching skills, with the ability to lead, encourage and train staff).
- Proficient in communicating accurately and effectively in both verbal and written correspondence, predominately English.
- Must have working knowledge of not for profit financial application/analysis.
- IAODAPCA certified preferred.
- Knowledge of MS Office applications.
- Willingness to work flexible hours and be on call/backup as needed
- Possession of a valid Illinois Drivers License and willingness to use personal vehicle during the course of employment.
- H.A.S. requires all staff to work onsite.
