SUPERVISION:
Directly supervises the Airport staff. Performs appropriate training, delegation, and management. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering teams.
GENERAL PURPOSE OF JOB:
Perform professional, administrative, and supervisory work in planning, organizing, inspecting, directing, and providing security for the overall operation and maintenance of the Rifle Garfield County Airport facilities, land, vehicles and equipment.
ESSENTIAL JOB FUNCTIONS:

Airport Operations:
- Supervises Airport staff. Schedules, assigns, and directs work. Conducts interviews, hires/orients new employees, oversees/conducts training. Coaches, evaluates, and appraises. Addresses complaints and resolves problems, takes disciplinary action, and ensures quality of work.
- Plans, directs, and coordinates the activities and operations of the publicly owned airport facility. Administers all functions pertaining to the management of the airport such as operations, planning, marketing and financial management. Coordinates and administers maintenance and repair operations.
- Formulates and updates rules and regulations, standard operating procedures and minimum standards covering the use of the airport pursuant to Federal and state guidelines and regulations.
- Recommends and negotiates landing fees and rental rates for airport facilities. Prepares, negotiates, and monitors contracts with lessees and concessionaires. Reviews airport leases, contracts, and agreements. Enforces contracts, including insurance provisions.
- Oversees placement and administration of construction contracts and Federally funded airport improvement projects, including grant applications, letting of construction bids, and overseeing construction projects. Works with state and Federal agencies, engineers, and contractors to ensure that projects are completed effectively and according to schedule.
- Meets and confers with a variety of groups and individuals to explain and discuss the various activities and services provided by the airport.
- Resolves and mediates, as appropriate and necessary, operational problems and complaints.
- Oversees use, maintenance and operation of airport?s automated systems and related Federal licenses.
- Maintains and upgrades professional knowledge through AAAE, skills and development by attending seminars and training programs and reading trade and professional journals and publications.
- Ensures that individuals and team meet goals and provide highest level of service.
Airport Planning:
- Inspects, analyzes, and evaluates existing airport facilities. Recommends short- and long-range planning, development, financial and marketing projects, including land acquisition, Federal capital projects, development and improvement of airport facilities, infrastructure, and adjacent areas.
- Preparers the annual budget and executes approved budgets.
Airport Safety and Compliance:
- Ensures compliance with all applicable Federal laws, regulations, executive orders, policies, guidelines, requirements related to Grant Assurances and Federal Aviation Administration (FAA) Regulations.
- Oversees the preparation of a variety of reports and related documents necessary to ensure compliance with appropriate state and Federal legislation and related FAA rules and regulations and acts as County liaison with the FAA.
- Plans and conducts safety meetings and promotes and enforces safety regulations and policies within the working environment.
- Oversees implementation and maintenance of appropriate certifications, airport security, safety programs, and equipment to ensure compliance with FAA and County regulations.
- Ensures establishment and implementation of safety and training programs for operations and personnel. Oversees and participates in Aircraft Rescue & Firefighting (ARFF) activities at airport in accordance with Federal Aviation Administration (FAA) regulations.
