The Texas Health and Human Services Medicaid and CHIP Services (MCS) division seeks a highly qualified candidate to fill the position of Process Improvement Program Specialist (PS VII). MCS is driven by its mission to deliver quality, cost-effective services to Texans. The Process Improvement Program Specialist makes a contribution to this mission by supporting a culture of continuous improvement through program innovation, including overall process improvements, scalable solutions for risk management, and enabling tools and systems that deliver measurable value.
Reporting to the Director of Innovation and Process Improvement, the Process Improvement Program Specialist drives change by analyzing the performance of MCS processes and procedures and making recommendations for improvements with the goal of efficient and sustainable solutions.
The position performs highly advanced (senior-level) consultative services and technical assistance while operating with latitude for use of initiative and independent judgment. Essential Job Functions:
Acts as an advisor on projects and key implementation activities, offering solution design support, alignment with other processes within the organization, and best practices for process management (25%)
Evaluates and identifies potential process improvements to create sustainable, efficient solutions (20%)
Establishes clear and well-articulated implementation plans to guide program areas in proactive change management including identify system and automation solutions, when appropriate(20%)
Supports Medicaid & CHIP staff in implementing process improvement recommendations including the creation or revision of process documentation when a formal process does not exist or requires updating (15%)
Facilitates business affinity groups across Medicaid & CHIP Services to encourage cross-functional understanding and collaboration related to process improvement (15%)

Registration or Licensure Requirements:
Initial Selection Criteria:
Graduation from an accredited four-year college; highly relevant experience may substitute for a college degree. Requires at least two years of experience working with Medicaid/CHIP, health and human services state programs, or in managed care. Preference will be given to candidates with experience using formal process improvement practices, demonstrated ability to use Microsoft Power Platform, or with the Payment Error Rate Measurement program.

SALARY NOTE: Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHSC Human Resources Manual.
