Job Goal:
Provide leadership, professional development, technical assistance, and support services, and participate in special project activities in the areas of Emergency Management and School Safety that support Region 4’s core purpose and strategic goals.
Qualifications:
Education
Bachelor’s degree from an accredited four-year college or university
Certification
- Safety and Security Audits from TxSSC
- Multi-Hazard Emergency Operations Plan (EOP) from TxSSC
- NIMS training
(If any of the above certifications are missing, must obtain certification within 90 days of employment)
Experience
- Five years of relevant experience in safety and security (law enforcement, fire services, fire marshal, military, or public safety telecommunication)
- Three years of leadership experience in safety and security
- Experience in supervising large-scale public safety operations
- Experience in supervising staff authorized to use force under the Texas Penal Code, Chapter 9, Texas Criminal Code of Procedures, Chapter 14, and Texas Occupations Code Chapter 1702
- Experience in managing operational budgets
- Experience in developing and presenting effective professional development sessions to audiences of all sizes
- Experience in conducting executive-level public safety training
Special Knowledge and Skills
- Knowledge of Incident Command and Unified Command procedures
- Knowledge of safety codes, policies, and guidelines
- Skill in interpreting law, policy, and procedures in the area of school safety
- Skill in performing school safety audits

Preferred Qualifications
- Degree in Criminal Justice, Fire Safety, Emergency Management, Risk Management, or a related field
- K-12 campus-based safety and emergency management experience
- Bilingual in English/Spanish
- EMS, Fire, or Police Officer certification or licensure
Major Responsibilities:
- Manage the day-to-day operations of the Emergency Management and Intruder Detection Audit teams, including tracking and coaching the teams’ work productivity to ensure optimal efficiency and profitability, ensuring deadlines are met, and behaviors meet the standards of District Advancement Champions.
- Develop and provide Region 4 customers with support and guidance in implementing multi-hazard emergency operation plans.
- Collaborate with Region 4 customers in establishing and maintaining school safety and security committees.
- Administer safety and security audits for Region 4 customers.
- Conduct emergency school drills and exercises for Region 4 customers and Region 4 ESC staff.
- Serve as a member of the Regional Education Service Center’s School Safety Review Team.
- Develop, present, and facilitate effective professional development sessions.
- Design customized product solutions and services and provide technical assistance relating to school safety, emergency management, and other security
- Provide consultation and leadership in planning, developing, implementing, and evaluating professional development and services in the areas of emergency management and school safety.
- Conduct ongoing needs assessments collect feedback from both internal and external customers and analyze data to inform decision-making regarding future services and products.
- Establish and cultivate communication networks between Region 4 and key Region 4 customer personnel.
- Serve as liaison between the Texas School Safety Center, Texas Education Agency, and other national/federal/state/local agencies to build and enhance community partners in support of emergency management and school safety.
- Collaborate with the Region 4 Emergency Management & School Safety Committee to ensure coordination and alignment of services in support of the vision that every child is safe, healthy, and connected.
- Maintain knowledge and skills in the areas of emergency management and school safety by engaging in ongoing professional development.
- Remain informed of any changes in state and federal rules, regulations, and policies related to emergency management and school safety.
- Assist in the planning, development, and coordination of special project activities.
- Provide technical assistance and services as specified by any applicable federal or state grants that fund this position.
Supervision/Personnel Management
Assist Director with supervision and evaluation of staff.
