Job Description:
L3Harris is seeking a Principal Program Manager for the Next Generation Jammer Low Band (NGJ-LB) Program. NGJ-LB is a Department of the Navy ACAT 1 program, critical to our national defense. NGJ-LB has broad and high visibility within the Department of Defense as well as among allies and Industry Partners. NGJ-LB is managed through Integrated Program Teams (IPTs) responsible to deliver critical sub-systems.
Relocation to the Salt Lake City UT area is a must. Relocation reimbursement will be considered on a case-by-case basis.
Essential Functions:

Drive development, test and build of the IPT sub-system by leading the IPT team comprised of Government, Associate Contractors, Strategic Partners, and Suppliers

Build customer relationship and provide issue resolution across the program lifecycle, including proposal, program execution, and support

Effectively manage program risks and opportunities

Responsible for program performance, including cost, schedule, and financial forecasting

Implement program performance optimization for cost, schedule and deliveries using Earned Value Management System (EVMS) methodology and tools

Lead an IPT team with Engineering, Operations, Purchasing/Subcontracts Management, Finance, Contracts and Quality to support on time delivery

Identify continuous improvement and cost reduction opportunities

Lead proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals

Provide concise presentations and reports to executive management on status, potential issues, risks, and solution recommendations

Provide guidance, coaching and training to other employees across the Company within area of expertise

Strong organization and planning skills

Strong written and oral communication skills

Active Secret, or higher, US Security clearance, or confident you can obtain a clearance
Qualifications:

Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
Preferred Additional Skills:

Bachelor’s degree in engineering or demonstrated technical aptitude

15+ years’ experience with a strong understanding of DoD program management methodologies (includes developing resource loaded IMS, executing IBR, managing complex risks, strong development program management skills)

10 years professional experience as a Program or Project Manager leading program execution and proposal preparation, including technical description, statement of work, and cost/schedule estimation for both sole-source and competitive proposals

Experience leading teams in a matrixed organization

Proficient using the advanced features of the entire MS Office Suite: Excel, Word, Outlook, PowerPoint

Proficient with Earned Value Management System (EVMS) methodology and tools to monitor and report status on program execution, Cobra preferred

Master’s degree in engineering or STEM related field

Experience leading large development programs
-
Background in Electronic Attack / Warfare (as a requirements lead, PM, BD, or operator)

Experience with NAVAIR, N98, PMA 234 or PMA 265
