Job Summary:
The Assistant Project Manager Desired candidate will work alongside a Project Manager committed to EHRA’s role of creating communities; and assisting the Project Manager in the development of construction drawings, specifications and construction contract documents for single-family residential development projects within Municipal Utility Districts that include paving, grading, drainage, water distribution lines, wastewater collection lines, and other related items. This position demonstrates proficient and comprehensive knowledge of defined skill areas/applications to integrate fundamental elements from other specialties into work assignments; apply knowledge of principles, practices, and procedures. Typically works with minimal supervision on difficult assignments, conferring with manager on unusual matters.
Typical Duties and Responsibilities:

Able to attend and conduct meetings successfully with MUDs, clients and team members, with minimal assistance from a Project Manager.

Independently performs engineering assignments with minimal assistance from the Project Manager.

Responsible for the preparation of feasibility studies.

Responsible for the engineering design of water, sanitary and storm sewer, paving and drainage facilities.

Coordinate with other disciplines and outside consultants as required.

Knowledgeable understanding of Construction Administration and the Construction Phase process.

Commendable understanding of how MUDs operate, TCEQ rules and Bond Issues.

Participate in the Construction Administration process by responding to RFI’s, reviewing Contractor Submittals, and attending meetings in the field.

Commendable understanding of governmental public and private development codes and ordinances.

Responsible for conceptualizing the initial design approach for a project, or overall responsibility for the engineering work on a project of limited scope.

Assists and or creates plans, schedules; conducts or coordinates engineering work involving conventional engineering practices.

Attend and be able to run project kickoff meetings, pre-bid meetings, and pre-construction meetings.

Communication and coordination with client.

Assist in concept development and participate in the design analyses of engineering systems independently evaluating, selecting, and applying scientific or engineering procedures and techniques to assignments.
- Assists and or manage projects of small or moderate size and scope; make substantial contributions to determining feasibility of goals and objectives; responsible for assuring quality, cost effectiveness and timeliness of assigned projects; identify problems and related technical issues leading to long-term, generic solutions; identify technical approach for solving problems and meeting customer/client needs.
- Interact in a collaborative manner with other team members to accomplish organizational goals; provide ideas to improve organizational efficiency at group and department levels.
- May be required to seal construction documents or other documents (developed under the employee’s direct professional supervision) required to be submitted for review by local authority having jurisdiction, etc.

Provide engineering design and preparation of construction drawings and specifications for moderate to complex engineering projects.

Serve as point of information and contact related to meeting minutes, shop drawings, reviewing logs, change order reviews and logs, and answering requests for information.
- Provide project status updates throughout design and construction.
- Will prepare feasibility studies for future projects.
- Perform or oversee most project design functions in registered discipline.
- Assist with development of company design standards by reviewing construction documents via the design review process to ensure that adopted standards of design are adhered to.
- Counsel, monitor and mentor the professional development of engineers-in-training CAD technicians and designers.
- Serve on committees as requested.

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

The performance of this position may occasionally require exposure to the construction areas, which may require the use of personal protective equipment such as safety glasses with side shields and mandatory hearing protection, etc.
Education, certification and experience:
-
Bachelor of Science, Civil Engineering.
- Registered Texas P.E. with 4.5 - 8 years of land development experience.
- Land development project design and MUD related experience required.
