Pipeline Manager
Location: Orange County, CA
Reports to: President, Wickland Pipelines LLC
Job Responsibilities:
PRIMARY PURPOSE: The Manager is responsible for operations, maintenance, and compliance for Wickland Pipelines LLC’s (WPL) pipeline in Orange County, CA. This includes the start up, control, and shut down of weekly pipeline movements within the pipeline system. The Manager has primary responsibility for the pipeline’s integrity, which includes operation safety, facility maintenance, regulatory compliance, damage prevention, and coordination with pipeline customers and other utility operators to ensure on time delivery.
The Manager must be able to simultaneously assume multiple roles, take responsibility for all aspects of the pipeline, effectively communicate with management and third parties, and be able to work alone. Work responsibilities may occur on site in Tustin and Irvine, CA at any time, including nights, weekends, and holidays with minimal advance notice. The Manager is responsible for managing one part-time Pipeline Operator. This is a full-time, exempt, manager-level position that receives benefits as described below.
Operations:
- Coordinates the start-up and shut-down of all pipeline movements.
- Performs valve and pipeline line-ups inside the pipeline system either by remote control or by coordination through appropriate terminal supervision.
- Monitors pipeline and operations including flow rates, pressures, temperatures, drain tank levels, and ensures that maximum pipeline operating pressures are not exceeded.
- Monitors pipeline integrity through hourly meter readings at shipping and delivery points.
- Shuts down pipeline movements when potential pipeline leaks are indicated.
- Documents operating conditions which occur during pipeline operation.
- Monitors pipeline meter proving and generates volumetric measurement tickets.
- Receives and transmits product samples for specification testing and reporting.
- Serves as the liaison between field operations and scheduling, product accounting, engineering as well as customer support.
- Maintains an operating log of activities and events and provides support in the filing of reports to government agencies.
- Perform all weekly, monthly and annual Department of Transportation, California State Fire Marshal, and other regulatory agency documentation as required.
- Manage scheduling of part-time Pipeline Operator to assist with pipeline deliveries and to maintain compliance with work hour requirements.
Spill Response and Safety:
- Receives pipeline leak reports from the WPL operating personnel, party operators, outside agencies, and other sources. Checks the location relative to the pipeline, initiates emergency response when required, and notifies all regulatory and other agencies as mandated.
- Monitors and responds to alarms from the pipeline SCADA system as required. Interface with government agencies to maintain regulatory compliance (audits, annual reports, etc)
- Review all corrective actions and ensure that actions are implemented and effective.
- Coordinate Spill Response and Safety training activities.
Right-of-Way Inspection & Management:
- Inspect the entire area of the pipeline for leaks and other irregularities.
- Receives Underground Service Alert notifications, responds to each alert to confirm location, type of work taking place, and marks the location as required.
- Acts as liaison on behalf of WPL with public utility personnel, property owners and general contractors regarding construction projects within pipeline easement and Right-of-Way.
- Manage WPL’s Public Awareness Program in Orange County while building trust and better relationships with the affected public, local and state emergency response and planning agencies, public officials, and excavators.
- Responsible for maintaining and replacing the right-of-way markers and cathodic protection test stations.
- Determines when to pothole or expose pipeline for future work. Also determines whether to permit a third party to continue a project on WPL’s property or Right-of-Way or to stop such activities in order to protect the pipeline.
Facility maintenance:
- Manages the repair, maintenance and calibration of electrical equipment including motor operators, switch gear and equipment, pressure transmitters, alarm systems, electronic controllers, digital read out equipment, safety devices including pressure and shutdown devices and SCADA equipment.
- Maintains recording functions for calibration and repairs as required by Department of Transportation for designated equipment and devices.
- Oversees in-service cathodic protection system, all CP surveys and maintenance activities and pipeline pigging and internal inspection requirements.
- Oversees routine maintenance duties such as painting of piping, lubrication of equipment, weed control and landscape functions and station wash down.
- Maintain field office to WPL’s standards.
- Work with President and VP of Finance to control maintenance expenses and identify efficiencies and cost-savings.
- Work with President and Maintenance Manager to identify and schedule capital improvements.

Educational Requirements:
High school diploma or equivalent.
Job Requirements:
Experience, Specific Knowledge, Certification, Licenses:
Ten years related pipeline operational experience required. Engineering experience is highly desired.
Microsoft Office (Word, Excel, Outlook) proficiency is required. Must be able to effectively communicate via written email.
Must be able to work 16-hour day or night shifts, subject to minimal call out. Requires working on a holiday when pipeline movements fall on a regularly scheduled workday, and will require working alone on evenings, nights, and weekends. Work, including opening and closing large valves, loading pipeline inspection devices, and other physical activities, is labor intensive at times and will involve repetitive actions such as sitting at a computer or other control equipment, inputting data on a keyboard, completing paperwork, tickets, logs, reports and telephone communications.
The Manager must be knowledgeable in current regulations such as 49 CFR Part 195, including control room management, pipeline integrity management, and operations and maintenance. Must have experience with emergency response.
A satisfactory driving record as determined by WPL and a current, valid State of California driver's license are required.
Pre-employment and periodic random drug and alcohol testing is required per Department of Transportation requirements.
A background check is required.
Competencies/Skills (following on-the-job training on WPL-specific materials):
The Manager must become knowledgeable of all procedures affecting pipeline transfer operations, including pipeline line-ups, maximum operating pressures, line control techniques, pipeline hydraulics, pump operation, product characteristics and facility maintenance.
The Manager must become proficient in the use of WPL’s SCADA systems, including the knowledge of how these systems are used to affect valve line-ups, pump start-ups and shut-downs, and to monitor drain tank product levels.
The Manager must become familiar with the WPL emergency response plans necessary to initiate emergency response. Familiarity with product characteristics affecting emergency response is also required.
Terms & Conditions of Employment:
The rate of pay will be $125,000 annual salary paid in accordance with WPL’s normal payroll schedule. This position will be classified as exempt. The Manager will receive a benefit package, which includes a family health plan, 401k matching, and paid time off, as well as a company vehicle, gas card, laptop and mobile phone (or reimbursement).
