Parker Tide is a veteran-owned, small business operating in DC. We serve as a value-added partner to the government. We are seeking several Adjudicators to work with one of our DC clients.
Title: Adjudicator / Personnel Security Specialist.
Period of Performance: One year plus one option year.
Place of Performance: Washington, DC (remote, occasional on site/in-person meetings may be required).
Experience: 5 years ‘experience in suitability related functions.
Education: OPM’s Fundamental of Suitability for Suitability and Fitness Adjudicators.
Salary: Depends on experience.
Investigation: Tier 2.
Scope
· Initiate and review BI in Public Trust positions in accordance with Title 5 CFR § 731 and 1400.
· Create and update the applicant’s profile and initiate the BI in NBIS - review PIPS/CVS.
· Review resumes to determine employment status, gaps in employment, and the applicant’s submitted documents for background investigation (SF85, 85P and 86).
· Review investigative documents for accuracy, completeness, discrepancies and ensure all documents are complete, and return those packages that are not complete to the requester.
· Must be able to review and initiate a minimum of 15 cases per day.
· Must have a working knowledge of NBIS in initiating, facilitating, processing, and monitoring the background investigations process for T1, T2, T3, T4 and T5.
· Must have strong writing ability and communication skills to provide PERSEC guidance.
· Maintain up-to-date knowledge on changes to statutes, regulations, and technical requirements for the BI application process, initiation of the BI process, and the concepts, methodology, and techniques applied to the adjudication of background investigations.
· Knowledge of conducting security audits and reporting results.
· Plan, develop, and conduct analyses concerning all aspects of current or projected programs.
· Skills and abilities in analysis, problem resolution, and program evaluation strategies pertaining to HR management and security processes.
· Apply analytical methods and techniques to issues / functions related to security administration.
· Perform comprehensive program analysis and evaluation, taking into consideration factors such as cost-effectiveness, attainment of program goals and objectives, and compliance with pertinent legal and regulatory guidelines.
· Formulate project methodology and identify techniques for project objective accomplishment.
· Skilled in conducting detailed analyses of complex functions and work processes.
· Research, investigate, and conduct comprehensive studies relating to the effectiveness and efficiency of security administrative operations.
· Establish schedules: plan, coordinate, and accomplish work to facilitate the planning process.
· Research, develop, and assist in the implementation of personnel security best practices to create consistency across the agency.
