Position Overview:
The CTF Analyst will provide analysis support to the DoD and must understand relevant DOD intelligence and intelligence oversight policies, procedures, and requirements. This position requires experience using open-source intelligence software tools. Analytical experience identifying/detecting, targeting, and interdicting terrorist and/or criminal finance activities, and networks. Experience shall include CTF and may include human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR).
Responsibilities:
· Provide intelligence analysis services
· Provide CTF analysis that contributes to DoD strategic, operational, and tactical support to law enforcement agencies.
· Provide support to DoD CTF program reporting requirements by drafting correspondence and briefings for DoD and USG law enforcement agency personnel.
· Assisting in developing CTF analysis-derived action plans, papers, assessments, reports, and target packages1, as required. Such products will meet ODNI Analytic Tradecraft and Intelligence Community Directive (ICD) 203 and 206 standards.
· Provide program and policy support including, but not limited to:
o Support for CTF-focused conferences, including planning, set-up, execution, removal, and follow-on support related to conference activities.
o Assisting in developing strategic guidance, documents, DoD Directives and Instructions, and other DoD policy issuances related to CTF activities.
o Enhancing DoD CTF capabilities and integrating private sector best practices into DoD and USG operations and in DoD sharing of information among DoD, USG, and private sector partners, as appropriate.
o Escorting uncleared visitors such as cleaning crews/facility maintenance personnel, etc., as needed within assigned secure work areas.
o Supporting CCMD exercises that are related to DoD missions carried out under 284 and 1022 authorities.
· Providing supervision and management of contractor personnel
· Perform other related duties as required.
Experience/Skills and Requirements:
- Experience providing support to law enforcement agencies in an investigative or analytical capacity and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data.
- Experience with cryptocurrency analysis is highly desired
- Experience conducting meta-data analysis exploitation, typically found in analysts with experience supporting operational units.
- Additional certification, such as CAMS (Certified Anti-Money Laundering Specialist) or CFE (Certified Fraud Examiner), is preferred.
- Be competent in utilizing Specialized Intelligence Analysis tools (i.e., Proton, FIRESHIP, DataXplorer, and Voltron Suite);
- Be competent in utilizing Intelligence Report Aggregators/Automated Message Handling System search tools (i.e., TAC, RMT, NGT, Horizon);
- Be competent in utilizing Intelligence Data Visualization Tools (i.e., Google Earth and, Analyst Notebook, Target Cop);
- Be proficient in utilizing the Microsoft Office suite applications;
- Be proficient in utilizing existing and new analytical tools to effectively exploit raw financial data, business registry, Block Chain, and corporate company data;
- Be skilled at implementing and utilizing best practices and proper tradecraft and determining the relevancy of information disseminated against the standards set forth by the USG;
- Possess experience with reviewing, prioritizing, and managing submitted requests;
- Understand interagency restrictions and sensitivities on sharing certain types of data, as well as the steps necessary amongst the interagency to share said data;
Specific Experience:
· Individuals shall be able to show an expert level of skill in working with U.S Government Departments and Agencies (other than DoD) in areas such as policy and planning formulation, finance, law enforcement, and disrupting and degrading the national security threats posed by drug trafficking, transnational organized crime, and threat finance networks. In all cases, the specialized knowledge and experience shall directly support the technical requirements of this contract.
