This position is responsible for overseeing the day-to-day program operations of the Outpatient, Residential, and housing program staff. The Program manager acts as the administrator when the OTC or BHRF administrator is unavailable. This includes oversight coordination of the care treatment and services for clients and communicating the organization’s point of view to both clients and staff.
ESSENTIAL JOB FUNCTIONS:
- Manages the techs, the facility, environmental maintenance, and ensure the schedule of coordinated activities operates efficiently.
- Manage the field operations supervisor responsible to the housing programs.
- Manages the operations supervisor management responsible to CH’s fleet and transportation.
- Designated by Cornerstone Healing Center to implement the Leadership’s direction in the facilities on behalf of CHC’s Administrator and Clinical Operations Supervisor.
- Ensures CHC policy and procedure is maintained and followed to compliance with ADHS, the Joint Commission, and state or federal statutes.
- Implements the policy and procedure manual to all employees and monitors compliance of employees to CHC scope of service, performance standards, and record keeping.
- Manage operations department employees of the Cornerstone Healing Center and provide direction to personnel members towards safe and effective delivery of services.
- Designates in writing, a person who will serve as acting administrator when the Director of Clinical Operations, and/or the Chief Operating Officer is absent from the facility premises.
- Provides direction to staff relative to daily activities and scheduling.
- Provide individualized instruction based on needs and ability levels.
- Coordinates program development and program activities organized by the Clinical Director. Ensures the staff schedule is implemented for coverage and ratio of operational service staff with the scope of CHC.
- Attends team meetings to discuss challenges, concerns and cases. Participates as a member of the QMPI Committee and fulfill relevant reporting of program operations.
- Ensure incident reports are recorded and evaluated.
- Ensure a quality management system is in place and operating.
- Investigate Incidents and Incident Trends.
- Evaluates and monitors how safe, functional, and effective the facility environment is being maintained for both staff and clients served.
- Assists all departments when needed to ensure quality services are being provided to clients.
- Ensure the Health, Safety, and Welfare of Cornerstone Healing Center by annually evaluating the HSW Plan, disaster and fire drills.
- Ensure resident and patient rights are upheld.
- Receive and resolve resident grievances or complaints about services rendered.
- Maintains official records and performance improvement/quality management to ensure compliance with Cornerstone policies, Joint Commission Standards and federal, state, and local regulations and ordinances.
- Respond to complaints within the community and uphold CHC Good Neighbor Policy.
- Other tasks as assigned.
ESSENTIAL FUNCTION STATEMENT:

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
The Facility Manager will have a combination of education, experience and skills to perform the duties outlined above. He/she will also have demonstrated the competence to perform the administrative duties as specified to so that the programs are operating in substantial compliance in all areas.
- A minimum of two years’ experience of progressive responsibility working in behavioral health residential drug and alcohol programs.
- A minimum of 1 year’s managerial experience in healthcare or administration.
- Minimum of a high school diploma or equivalent is required. Bachelor’s degree preferred.
- Adhere to the Cornerstone Healing Center code of ethics
- Have the ability to oversee processes of the business and ensure procedures are being followed
- Demonstrates knowledge of ADHS AAC and ARS relevant to Residential Facility Licensing
- Demonstrates knowledge of Joint Commission standards and the accreditation process.

- Knowledge of software programs for personal computer use, especially word processing, and email.
- Knowledge and experience in working with chemically dependent clients
- Ability to organize and evaluate group activities.
