GENERAL STATEMENT OF JOB DUTIES
The Manager of Project Planning, leads GoTriangle's transit capital and transit-oriented development planning programs. The Manager of Project Planning serves as GoTriangle's primary point of contact for the Wake Transit Program including serving as a voting member of the Wake Transit Planning Advisory Committee. This position will oversee a team of transportation planners including staff completing project planning and delivery tasks associated with the Durham and Orange county transit plans. This Manager ensures the integration of planning functions with other agency departments and reports to the Director of Planning and Engagement.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Inter-Department Communication

Executes departmental and agency priorities in coordination with broad discretion and limited oversight.

Functions as a cross-departmental team leader for GoTriangle's Wake Transit lead agency functions and Wake Transit special projects, working closely with staff across the agency including GoTriangle's Wake Transit Communications Coordinator, Wake Transit Budget and Finance team, and other GoTriangle staff.
- Develops and maintains effective working relationships with senior technical staff and administrative staff and elected officials of regional local governments and appropriate State and Federal officials.

Facilitates productive engagement with internal departments and teams such as finance, operations, transit partnerships, communications, real estate, and project delivery.

Works with municipalities and stakeholders in developing plans and policies such as land use plans and zoning ordinances that support transit oriented development.

Serves as a primary voting member and spokesperson for GoTriangle on the Wake Transit Planning Advisory Committee (TPAC) and its subcommittees.

Develops materials and makes presentations to the GoTriangle Board of Trustees, other elected and appointed Boards, business, community and other groups.
Managing Employees and Consultants

Interviews, hires and develops subordinate personnel; evaluates performance of employees; provides feedback, coaches, disciplines and discharges employees, as appropriate.
- Oversees work conducted by transportation planners, land use planners, and technicians.

Independently supervises consultant work, including active management of project scope, schedule, budget, risks, and quality management.
- Oversees staff responsible for initiating, securing funding for, and supervising consultant studies associated with planning objectives.

Oversees staff and consultants responsible for National Environmental Policy Act (NEPA) document development and compliance
- Oversees staff and consultants responsible for economic development, land use, and station-area planning.

Coordinates and serves as liaison to Durham Chapel Hill Carrboro Metropolitan Planning Organization and oversees staff responsible for project planning and delivery activities for the Durham and Orange County Transit Plans.

Develops scopes of services, independent cost estimates, and procurement documents; leads selection of planning consultants; and negotiates consultant contracts. (last bullet before technical analysis)
Technical Analysis

May perform technical planning tasks including GIS analysis, mapping, and document production.

Manages cost, schedule and other project controls data and maintains files through direct input of this project-related information, correspondence and documentation in the e-Builder system.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

Bachelor's degree from an accredited four-year college. Coursework in Transportation Planning, Urban Planning, Environmental Planning, Engineering, Architecture, Public Administration, Public Policy, or related field is desirable. A Master's degree in Transportation Planning is preferred.

AICP certification is preferred.

Seven years of progressively responsible experience in a state or local transportation planning organization, consulting firm, or similar.

Expert-level understanding of planning, financing, implementing, and organizing a regional transportation planning program. Particular experience in transit or transportation planning is required.
- Working knowledge of state and federal requirements applicable to transportation planning and consultant procurement.

Demonstrated experience in team leadership and/or supervisory roles including responsibilities for hiring, managing, evaluating and coaching personnel.
- Ability to develop program objectives and work independently to advance several program objectives at once in coordination with departmental management.
- Exceptional level of interpersonal skills required to effectively communicate in contentious situations with all levels of supervisory and non-supervisory employees, partners, and consultants. A working understanding of PCs, including advanced skills in SharePoint, Excel, Powerpoint, and Word.
- Experience using or overseeing use of GIS.

Experience using project management software such as e-Builder is preferred.
An equivalent combination of related education and experience may be substituted for the above-stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Working Conditions:
Works in an office environment where there is minimum exposure to dust, noise, or temperature extremes.
Physical Requirements:
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.

Salary Range - $66,025 - $123,455
