This is a full-time (First/Mid-Level Officials and Managers) position in the City's Office of Budget & Performance. An individual in this position performs a variety of duties relating to the annual operating budget, capital improvement programs, performance management, forecasting, projections, and reporting. Reporting relationship: Chief Budget & Performance Officer
Under the general direction of the Chief Budget Performance Officer, this position will:
- Assist with the compilation and preparation of the annual budget to include assisting departments with entering line-item details into the budget models, reviewing and analyzing department budget requests, conferring with department managers concerning the requests and participating in budget meetings.
- Assist with the development and preparation of the five-year Capital Improvement Program (CIP);
- Coordinate the Fleet/Equipment budget request process.
- Prepare monthly budget status reports on capital projects and utility projects and assists with the coordinate of the monthly meetings with the Public Works Department.
- Work with assigned departments providing expert and professional assistance and support.
- Review capital projects and utilities operating budgets monthly to analyze trends and review expenditures to ensure compliance with the budget.
- Assists with the preparation on the Mid-Year Budget Report including forecasting year-end results.
- Assist with the Five-Year forecast for various city funds including, the General Fund, Utility Funds and the Debt Service Fund.
- Enter budget transfers and budget amendments into the ERP system.
- Create new project codes and new accounts.
- Assist in reviewing City Council agenda requests for availability of funds, recommend funding sources if needed.
- Assist with the review of department program budgets, performance measure and other continuous improvement initiatives.
- Assists with designing work processes, schedules, and workflows in accordance with best practices in internal control and fiscal efficiency.
- Assists with City-wide training on the budget processes.
- Assist with benchmarking the city against other cities, conducting surveys, and completing city survey information.
- Perform other related duties as assigned.

Bachelor’s degree in accounting, finance, or a closely related field from an accredited college or university and a minimum of eight (5) years of accounting professional experience are required.
The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.
